Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Human Resource Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources (DNR), Natural Resources Police, is currently accepting applications for Contractual Natural Resources Police Background Investigators. The main purpose of this position is to conduct background investigations of applicants who apply for Natural Resources Police Recruit Officer Candidate, Cadet, and civilian positions. In addition, this position will also conduct background investigations on civilian DNR employees as needed.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Candidates with experience in background investigations and/or criminal investigations. 
  • Candidates with legible writing skills and the ability to type reports. 
  • Candidates with moderate computer skills. 
  • Candidates with experience using online software to complete and submit reports. 
  • Candidates with moderate knowledge of COMAR Regulations related to background investigations.
  • Candidates with comprehensible verbal communication skills.
  • Candidates with prior experience as a sworn law enforcement officer, who are currently in good standing, or have left such employment in good standing.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

  1. Applicants will be subject to a complete criminal background investigation and polygraph examination before appointment can be made. A criminal conviction may be grounds for rejection of the applicant.
  2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulation17.04.09, Testing for Illegal Use of Drugs.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
