POSITION DUTIES

The Comptroller of Maryland (COM) is looking for a Senior Data Analyst to support COMStat, the agency's first performance management and accountability system. This is an exciting opportunity to work with data in furtherance of continuous improvement and excellence in public service. COMStat supports the Comptroller’s vision for transforming our 1100-person agency and improving opportunities for our communities, small businesses, and families in the State of Maryland. The successful candidate will have superb analytic rigor, a team-oriented work style, and experience in data analysis, visualization, and governance. 

This position will be responsible for the following:

  • creating data products such as visualizations or dashboards 
  • maintaining systems to collect and analyze data 
  • documenting data tables, coding, and supporting internal data analysis needs.

This position will support COM's commitment to transparency through our Open Government Data system.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

  1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalence evaluating members identified at http://www.naces.org/members.html.

DESIRED OR PREFERRED QUALIFICATIONS

  • A Master of Science or equivalent or higher degree in one or more of the following fields: Data Science, Statistics, Data Analytics & Visualization, Mathematics, Computer Science, or similar field of study.
  • Six or more years experience in designing, operating, or managing a data analytics program.
  • Six or more years experience in designing, operating, or managing an Open Government Data program.
  • Four or more years experience creating reports, dashboards, and other data visualizations using Microsoft PowerBI and/or SAP Business Objects. 
  • Experience in designing and maintaining the technical infrastructure that supports data collection, integration, and analysis.
