Introduction
This is a Internal Recruitment for an Assessor Manager,
Commercial & Industrial position with
the Maryland State Department of Assessments and Taxation (SDAT),
Real Property Division, Anne Arundel County Assessment Office. The resulting eligible list will be used to fill
this vacancy only.
This Recruitment is for current State Department of Assessments and
Taxation employees only.

Main Purpose of Job
POSITION DUTIES
MINIMUM QUALIFICATIONS
Experience: Nine years of experience, four years of appraisal
experience estimating the value of real property performed in accordance with
the provisions of the Uniform Standards of Professional Appraisal Practice
Code, and five years of appraisal experience involving the valuation of real
property and completion of the International Association of Assessing Officers
Course 101, 102 and 300 or equivalent courses approved by the Department of
Assessments and Taxation.
Notes:
1. Candidates may substitute the possession of a bachelor's degree
from an accredited college or university, for the four years of the required
appraisal experience estimating the value of real property performed in
accordance with the provisions of the Uniform Standards of Professional
Appraisal Practice Code.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in tax examining classification or tax examining specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications – Assessor Manager - Commercial and Industrial
•Demonstrated knowledge of accepted principles, concepts, methods, practices, terminology, theory, and techniques in the assessment and appraisal of real property, including residential valuation and mass appraisal methodologies.
•Experience assessing residential real property for tax purposes within Maryland or a comparable jurisdiction, including application of state and local assessment laws, regulations, and valuation procedures.
•Strong verbal and written communication, interpersonal, analytical, and problem-solving skills, with the ability to maintain effective professional relationships with staff, management, and customers.
•Advanced proficiency in Microsoft Word and Excel and/or Google Docs and Sheets, including preparing managerial reports, analyzing assessment data, tracking performance metrics, and supporting operational and supervisory decision-making. Working knowledge and experience using the AAVS program
LIMITATIONS ON SELECTION
Must be willing to work in the Anne Arundel County Assessments Office.
WORKING CONDITIONS: Most work is generally performed in the field. Field investigations in geographical areas throughout the city and surrounding areas are required.
PHYSICAL EFFORT: There may be extensive walking, standing.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this
classification may be assigned duties which require the operation of a motor
vehicle. Employees assigned such duties will be required to possess a motor
vehicle operator's license valid in the State of Maryland.
SPECIAL REQUIREMENTS
1. Employees in this classification may be required to have daily
use of a motor vehicle while on official State business. Standard mileage
allowance will be paid for use of a privately owned vehicle.
2. Upon appointment to positions, employees in this classification
that possess a real estate broker or sales license, or a license to sell
insurance, will be required to put the license in an "Inactive"
status.
3. Employees in this classification are prohibited from
participating in any outside activity, including private appraisals, which may
be deemed a conflict of interest by the Director of the Department of
Assessments and Taxation.
