Main Purpose of Job

Procurement Officer III is the lead or advanced level of professional work, for the State central procurement Authority, Department of General Services Office of State Procurement (DGS OSP), in agency procurement sourcing and award activities, contract management, procurement systems operations, procurement regulations and policies review, professional procurement training and certification, or procurement business services. Employees in this classification, at the State central procurement authority, provide agency procurement technical interpretation, instruction, guidance, and assistance in accordance with State laws and regulations. Employees performing the advanced-level function serve as skilled and technical experts in specific programs or operational areas. Employees performing the Lead level function assign, review, and approve the work of and train lower-level Procurement Officer positions.

This position receives general supervision from a Procurement Manager I(Procurement Officer Supervisor).

POSITION DUTIES

Duties include, but are not limited to:

Reviews and analyzes the content and format of all procurement submissions from agencies for adherence and conformance to State procurement regulations and policies. Ascertains whether the submissions comply with all pertinent laws, regulations, policies, and procedures. If this review reveals any substantive non-compliance with governing laws, regulations, policy, or procedures or serious deficiencies in content, clarity, and/or format, it informs the submitting agency of the problem. 

Provides guidance, as needed, concerning required corrective measures. For submissions with minor content or format deficiencies, revise the item, possibly with consultation with the submitting agency, to effect needed improvements. 

Conduct complex procurements for the department or for the collective benefit of State agencies, and/or assist other unit staff with such procurements. Responds to Public Information Act requests, debriefing requests, and questions from vendors regarding contract awards by the Department and/or general procurement issues.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience, three years of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures and an additional four years of professional public sector procurement, or private sector contracting experience, which included activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, monitoring contract performance, eProcurement management, professionals certification or procurement business operations.

Notes:

1. Candidates may substitute one year of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures for the additional four years of the required experience.

2. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.

3. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and three years of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures for the required experience.

4. Candidates may substitute the possession of a Doctorate of Jurisprudence degree or a Master’s degree in Business Administration for six years of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience providing technical interpretation, instruction, guidance, and assistance in accordance with State Procurement laws and regulations.

Intermediate experience with FMIS, eMMA, Google Suite, and Microsoft Office Suite.

Experience as a Procurement Officer II at a Maryland State Agency.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification who have not already done so must obtain certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification. 

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
