The main purpose of this position will be to Procurement Officer II (Lead) under a Procurement Officer III (Supervisor) in the Procurement Division in order to ensure that the Maryland Department of Juvenile Services (DJS) is meeting its procurement goals in accordance with COMAR Title 21 Procurement Regulations and the Office of State Procurement (OSP). This position assigns, reviews, trains and monitors the workload of lower-level Procurement Officers.

The lead level of professional work in the procurement of equipment, services, construction, supplies, information technology and other needs which must be obtained through the competitive procurement process, negotiated procurement process and other procurement methods.

Employees in this classification develop solicitation documents, conduct the procurement projects and provide technical assistance and training for the facilities and area offices staff involved in procurement activities in accordance with State laws and regulations (COMAR Title 21) provide agency procurement technical interpretation, instruction, guidance and assistance in accordance with State laws and regulations and is responsible for soliciting, evaluating, negotiating and awarding contracts, according to State procurement laws, procedures and regulations. This position will involve managing procurement processing, responding to vendor inquiries, developing and reviewing solicitation documents. This position will be a key asset to Support Services Unit.


POSITION DUTIES

Some key responsibilities of this position may include, but not be limited, to the following:

Responsibility #1

 Leads and provides instruction, direction and guidance to DJS staff involved in all procurement activities. Develops contract specifications including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals, and advertisement requirements in accordance with State procurement procedures, laws, and regulations for the procurement of all necessary services, supplies, equipment, real estate, construction, indefinite-quantity contracts, facilities maintenance, and commodities. Determines the basis for awards including evaluation criteria. 

Responsibility #2

Manages the procurements advertisements, distributes specifications to vendors, conducts vendor conferences, receives, and secure bids or proposals, oversees the evaluation process and contract award. Reviews and approves requisitions submitted in FMIS and determines the appropriate procurement methods.

Responsibility #3

Conduct pre bids/pre-proposal conferences, site inspections, explains procurement requirements, establish procurement procedures, schedules and conduct offerors discussion and contract negotiations. Represents the procurement Supervisor at various meetings upon the request of and in the absence of the Procurement Supervisor.

 

This position is eligible to work a hybrid telework schedule.

This position may require travel 10% of the time.

MINIMUM QUALIFICATIONS

 Experience: Six years of experience, two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

Notes:

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.

2. Candidates for Option 1 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and three years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

3. Candidates for Option 2 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

4. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year for five years of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position may possess any of the following qualifications:

      A Bachelor’s degree in Business Administration, Purchasing, Supply Chain Management, or a related field 

      Certification as a Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), Certified Professional in Supply Management (CPSM), or equivalent.

      Experience at a Maryland State agency as a procurement officer.

Intermediate experience with FMIS (Financial Management Information System), ADPICSeMaryland Marketplace Advantage (eMMA), Google suite and Microsoft suite. Familiarity with specific procurement laws, such as COMAR Title 21 in Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.
