Main Purpose of Job

A Procurement Officer II is the full performance level of professional work, for the Office of State Procurement within the Department of General Services, in agency procurement sourcing and award activities. Employees in this classification provide agency procurement technical interpretation, instruction, guidance, and assistance in accordance with State laws and regulations. Employees in this classification do not supervise other lower-level Procurement Officer positions; however, they may supervise clerical and support staff. Employees in this classification receive general supervision from a Procurement Manager I or other designated administrator.

POSITION DUTIES

Duties include, but are not limited to:

1. Manages the advertisement of procurement opportunities, distributes specifications to vendors, conducts vendor conferences, receives and secures bids or proposals, oversees the evaluation process, and contract award.

2. Develops contract specifications, including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals, and advertisement requirements in accordance with State procurement procedures, laws, and regulations for the procurement of all necessary supplies and services.

3. Conducts pre-bid/pre-proposal conferences, site inspections, explains procurement requirements, establishes procurement procedures, and schedules, participates in, and conducts offerors’ discussions and contract negotiations.

MINIMUM QUALIFICATIONS

Experience: Six years of experience, two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

Notes:

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.

2. Candidates for Option 1 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and three years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

3. Candidates for Option 2 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

4. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year for five years of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience at a Maryland State agency as a Procurement Officer.
2. Control agency procurement experience, preferably in Information Technology and Professional Services procurement. 
3. Intermediate experience with FMIS, eMMA, Google suite, and Microsoft Office suite.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring authority to select employees for interviews.  Eligible lists may be used to fill future vacancies of the same classification. 

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired. You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
