Main Purpose of Job

The Procurement Officer functions as the technical expert in the professional work of procuring equipment, services, and inventory management needs for the Department of Social and Economic Mobility (DoSEM). This includes overseeing office supply orders and storage, fleet management (as applicable), and other agency requirements obtained through competitive and negotiated procurement methods in accordance with COMAR Title 21.

The Procurement Officer also administers and monitors the Department’s Supplier Diversity Program, ensuring that procurement activities align with Maryland’s commitment to equitable contracting and inclusion of small, minority, women-owned, and veteran-owned businesses. This role supports the Department’s broader mission to promote social and economic mobility by advancing supplier diversity goals, tracking participation metrics, and coordinating with DoSEM leadership to strengthen compliance and outreach efforts. 

The incumbent performs the full-performance level of work under general supervision, assisting the Administrative Director in managing the full scope of the agency’s procurement activities. The Procurement Officer solicits, evaluates, negotiates, and awards contracts according to State procurement laws, regulations, and procedures and collaborates with all levels of management to ensure that DoSEM’s procurement needs are met efficiently and effectively. 

Employees in this classification who have not already done so must obtain and maintain a Procurement Professional Certification from the Maryland Department of General Services (DGS) within one year of appointment.

POSITION DUTIES

  • Manage and coordinate the agency’s procurement activities and the Supplier Diversity Program in accordance with State procurement laws and policies.
  • Develop and issue procurement solicitations (IFBs/RFPs), post opportunities in eMaryland Marketplace Advantage, and assist with evaluating vendor proposals.
  • Serve as the agency liaison with the Maryland Office of State Procurement to ensure compliance with procurement regulations and procedures.
  • Prepare procurement documentation and contract approval materials, including submissions to the Maryland Board of Public Works when required.
  • Track and report Minority Business Enterprise (MBE) and Small Business Reserve (SBR) participation for agency procurements.
  • Maintain procurement records, contracts, purchase orders, and vendor information to ensure accurate documentation and reporting.

MINIMUM QUALIFICATIONS

Procurement Officer I- Option 1

Experience: Six years of experience, two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

Notes:

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.

2. Candidates for Option 1 positions may substitute the possession of a Bachelor’s degree from an accredited college or university and two years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 

  • Two (2) years of experience conducting government procurements that involved preparing solicitations (IFB/RFP), evaluating vendor proposals, and recommending contract awards in accordance with public procurement laws or regulations.  
  • Two (2) years of experience using State of Maryland procurement or financial management system such as eMaryland Marketplace Advantage, Financial Management Information System, or a comparable procurement platform to manage solicitations, vendor records, or purchase orders.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification who have not done so already must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
