Main Purpose of Job

The main purpose of this position is the supervisory performance level of work in the procurement of specialized aviation and medical commodities, equipment, services and other needs of the Department of Maryland State Police, Aviation Command. Supervises subordinate employees that perform procurement functions. Performs other duties as deemed necessary by the Procurement Manager, Support Operations Commander, Mission Support Division Commander or Commander of the Aviation Command.

POSITION DUTIES

In accordance with Title 21, COMAR, this position is responsible for soliciting, evaluating, negotiating, and awarding contracts, to facilitate the annual purchase of more than seven million dollars of aviation and medical related commodities, technical equipment, and services necessary to safely support, maintain and stock for State owned helicopters, fixed wing aircraft, aviation hangars and 156 uniform and civilian personnel assigned to the Aviation Command.

Develop contract specifications including performance standards, payment terms, contract management elements, contract modifications, contract renewals, and advertisement requirements in accordance with State procurement procedures, laws and regulations. 

Conduct pre-bid conferences to include site inspections, explain procurement requirements and establish procurement procedures and schedules. Prepare minutes of pre-bid conferences and answer written questions from potential bidders. Examine bid proposals to determine issues of responsiveness and responsibility and determine if there is a need for additional information. Conduct bid openings for competitive procurement to determine if bidders are reasonably susceptible of being selected for award, and determines the proposal for award. Assists with or conducts debriefings. 

Negotiate favorable prices, terms and conditions for noncompetitive sole source and emergency procurement and resolve issues with contractors regarding price, delivery and terms.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience, four years of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures and an additional four years of professional public sector procurement, or private sector contracting experience, which included activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, monitoring contract performance, eProcurement management, professionals certification or procurement business operations.

Notes:

1. Candidates may substitute one year of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures for the additional four years of the required experience.

2. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.

3. Positions may substitute the possession of a Bachelor’s degree from an accredited college or university and four years of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures for the required experience of experience.

4. Candidates may substitute the possession of a Doctorate of Jurisprudence degree or a Master’s degree in Business Administration for six years of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. At least two years of supervisory experience. 
2. Experience using Financial Management Information System (FMIS). 
3. Experience using Maryland’s e Maryland Marketplace Advantage (eMMA).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification who have not already done so must obtain certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST, BETTER or QUALIFIED category. The list will be used by the hiring manager to select the individual to fill the vacancy. The list will be valid for one year. 

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
