Introduction



The Maryland Department of Agriculture is a department under Maryland's Executive Branch.  Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health, consumer services to include marketing and lab services, plant and pest management and resource conservation.  As the number one industry in Maryland, the diversity of agriculture programs in the State continue to expand and grow. 

The Maryland Department of Agriculture's Weights and Measures Program protects consumers and businesses by ensuring fairness and accuracy in commercial transactions involving the sale of goods by weight, measure, or count. The program inspects and regulates commercial weighing and measuring devices used across a wide range of industries, including retail, agriculture, fuel, and seafood. In addition to verifying the accuracy of pricing systems and packaged goods, the program conducts inspections, investigates consumer complaints, and promotes compliance with State laws and regulations to maintain integrity and confidence in Maryland's marketplace. 

Two positions will be available for this recruitment. Work will primarily be performed in with Anne Arundel County and surrounding area or Prince Gorge’s County and surrounding area.

Main Purpose of Job

To ensure equity in commercial transactions between buyers and sellers of commodities, goods and services pursuant to the requirements of Title 11, Agriculture Article Annotated Code of Maryland which is Maryland's Weights and Measures Law. Two positions will be available for this recruitment. Work will primarily be performed in with Anne Arundel County and surrounding area or Prince Gorge’s County and surrounding area.

POSITION DUTIES

Duties include but are not limited to the following:

  • Receive on-the-job training to inspect and test commercial weighing and measuring devices, including scales, fuel dispensers, vehicle tank meters, and other regulated equipment to ensure compliance with State and national standards. 
  • Inspect packaged commodities to verify net contents, labeling, and method of sale in accordance with applicable laws and regulations. 
  • Conduct inspections, document findings, prepare inspection reports, and maintain accurate records of inspection activities. 
  • Investigate consumer complaints involving commercial weighing and measuring devices and assist with compliance and enforcement activities. 
  • Enforce Weights and Measures laws and regulations by identifying violations and taking appropriate enforcement actions. 
  • Verify business registration information for regulated devices and assist with maintaining accurate registration records. 
  • Perform inspections on a variety of commercial weighing and measuring devices while developing technical knowledge and inspection skills through structured training.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year experience in performing inspections or investigations or taking enforcement action to ensure compliance with a set of standards, regulations or laws.

Notes:

1. Applicants may substitute fifteen credit hours in physical sciences; chemistry; mathematics; engineering, or law enforcement at an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience non-commissioned officer in quality assurance, inspection and grading classification or quality assurance, inspection and grading specialty codes in the agricultural commodity grading field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications

  • Experience working outdoors in a labor intensive position 
  • Experience requiring strong mathematical skills 
  • Experience coordinating work schedule to meet deadlines
  • Experience in compliance; such as applying and interpreting laws and regulations
  • Possession of a class A or a class B, CDL license 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification are assigned duties, which require the operation of a motor vehicle and will be required to possess a motor vehicle operator license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be assigned to any county or region of the State and may be required to establish residence within their assigned geographic area. This position willconduct field work that requires employees to be exposed to varying weather conditions.
