MDH John L. Gildner - Regional Institute for Children and Adolescents (RICA), Rockville MD

Main Purpose of Job

The main purpose of this position is to function as the Chief Executive Officer of the John L. Gildner (JLG) RICA. The CEO will provide executive leadership for JLG-RICA to ensure the delivery of high-quality treatment to its residents. The CEO is responsible for achieving organizational goals through fiscal restraint and efficiency, treating employees as the facility's most valued asset, and managing community relations with sensitivity. In this role, the CEO will champion the facility’s mission as a leader in the mental health community. JLG-RICA is a premier Residential Treatment Center (RTC) for the care and treatment of youths with mental illnesses and operates the Facility for Children (FFC), providing attainment services for court-ordered adolescents.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor’s degree from an accredited college or university in health, human services, business administration or related field, and have six years of experience managing health service operations. This experience must include program planning, development and quality improvement initiatives as well as significant fiscal oversight, including four years of direct staff supervision.

A master's degree will substitute for one year of the general experience and a doctoral degree will substitute for two years.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess:
  • Executive-level experience that includes the supervision of a multidisciplinary leadership team, such as Clinical, Financial, and Operating Directors, within a behavioral health or residential treatment setting
  • Experience developing and managing multi-million dollar operating budgets and capital expenditure plans
  • Experience overseeing facility-wide operations to ensure strict regulatory compliance with The Joint Commission, CMS and state licensing standards

This is a Management Service position and serves at the pleasure of the Appointing Authority. A resume must be uploaded to the application.
