Main Purpose of Job

The Director/CEO of Potomac Center is the Chief Executive Officer for the Potomac Center is a 62-bed licensed Intermediate Care Facility (ICF) that includes a Transitions Program, and a Secure Evaluations and Therapeutic Treatment (SETT) Program. These programs focus on using therapeutic interventions to empower residents as they learn the skills they need to successfully return to community living. The facility is mandated to provide direct services, including “active treatment”, to individuals admitted, while working to integrate these consumers into the most integrated setting in the community. The CEO is responsible for providing leadership to the staff and residents, ensuring operational excellence, adherence to best practices and applicable State and Federal standards, as well as resolving legal, programmatic and fiscal issues affecting the centers. As CEO, all duties must be performed with the utmost professionalism, while strictly adhering to all relevant regulations, standards, policies and procedures including Departments of Budget and Management and Mental Health and Hygiene; Title 17 CODE OF MARYLAND REGULATIONS; MEMORANDUM OF UNDERSTANDING; Office of Health Care Quality; ICF-MR; Center for Medicare and Medicaid Services; and Potomac Center.

The Potomac Center also houses the Transitions program, which provides services to up to 20 individuals with co-occurring conditions, which may include dual diagnosis of intellectual disabilities, mental illnesses, and substance use disorders. Potomac SETT is one of 11 state operated facilities within the Maryland Healthcare system and strives to prepare individuals to live well in the community of their choice. The Secure Evaluation and Therapeutic Treatment (SETT) Program, located within the Potomac Center campus, is a 32-bed licensed Forensic Residential Center that provides services to individuals with intellectual disabilities and court involvement within a safe and secure environment. The program provides assistance as they resolve their court involvement and work toward transitioning to a less secured environment. The SETT utilizes active treatment as well as providing evaluation, assessment and competency attainment education.

The following are deemed ESSENTIAL job duties: Reporting per schedule on a regular and continuing basis inclusive of holidays, weekends, overtime, per EMERGENCY status requirements, etc.; including travel to all State buildings as required. May be in contact with or personally report to the Center at any time necessary or appropriate. Primarily days but will be required to work weekends, holidays, and other shifts to meet the needs of Potomac Center/SETT. As facility CEO, incumbent bears 24-hour responsibility for individuals residing in the facility and staff. All representative duties enumerated herein are deemed essential. Serves as weekend/holiday administrative supervisor to provide administrative coverage for the facility.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university and six years of professional health or human experience, including four years of experience related to health services for people with developmental disabilities. Qualified candidates must also possess at least 3 years of experience that includes the supervision of professional staff and/or the management of a DD service delivery unit.

A related master's degree will substitute for one year of general experience. Additional health or human services experience can be substituted for the bachelor's degree at the rate of 30 credits hours for 1 year of experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess experience developing and managing a budget, facility resources and overseeing various departments to ensure quality of care, regulatory compliance, and a safe working environment.
