Main Purpose of Job

The incumbent is responsible for directing the administrative and managerial oversight of the Child Support Administration Unit within the department and coordinates all Child Support programs and operations. This position is responsible for the supervision of both professional and skilled staff in the implementation and execution of Child Support programming following all local, state and federal regulations and laws. The position requires comprehensive knowledge, including fiscal and business process development, technologies used in government service programs, performance outcomes, and data analysis methodologies. The incumbent will be responsible for the development and implementation of administrative controls and processes to ensure operational efficiency of all programs within Child Support. The provision of guidance to both professional and skilled staff regarding legal and fiscal processes is an expected duty. This role includes compliance monitoring and data analysis to ensure the unit achieves all performance measures set forth by DHS. Additionally, the position reports to the Director.

POSITION DUTIES

  •        Provide comprehensive administrative and managerial directions for child support administration unit in accordance with federal, state, local and agency guidelines.
  •        Coordinate all child support programs and operations to ensure seamless functioning.
  •        Allocates fiscal and human resources to ensure all program responsibilities are implemented effectively.
  •        Plan organize and lead the daily operation of the unit. Develops procedures to support the unit workflow and anticipates customer services needs in developing unit structure.
  •        Provide supervision and guidance to both skilled and professional staff.
  •        Monitor compliance with regulations and analyze relevant data to ensure the unit consistently meets all established DHS performance measures.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Nine years of experience in administrative, professional or technical work, four years must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours   on a year-for-year basis for up to two years of the required general experience.

2. Candidates may substitute additional professional or technical   experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:
  • Four years experience in Child Support Programs.
  • Two years experience in Program Development.
  • Two years experience performing quality control and fiscal related duties.
