POSITION DUTIES
- Directs the activities of the Child Support program by interpreting and adhering to federal, state and local laws and policies.
- Create, assess, revise and implement local programs, policy and procedures in order to meet customer needs and internal objectives.
- Actively participate in all activities, committees, meetings etc. which facilitate the enhancement of the Department programs and policies as well as directly benefit the Department and the citizens of the county.
- Serve as the recognized expert on Child Support matters when interacting with public officials, the media, governmental and community agencies and customers.
- Represent the Department to other agencies in order to establish excellent working relationships with community partners and stakeholders by attending meetings and outreach to the community.
- Participate in the development, review, approval and monitoring of Cooperative Reimbursement Agreements, Memorandums of Understanding and annual contracts that are related to the operation of the Child Support Administration.
- Direct, supervise, and evaluate subordinate staff in order to assure adherence to policy and regulations and continuous improvement of job performance that meets or exceeds federal, state and local performance goals.
- Develop and implement strategies to meet or exceed federal, state and local performance goals.
- Assure the integrity of Child Support operations through adherence to internal control requirements, maintenance of required records, completion and use of required reports and participation in audits/reviews as needed.
- Develops, implements and monitors budgets and contracts pertaining to the Child Support program.
- Act in place of the Director at designated times as a key member of the agency’s executive team by demonstrating creativity, developing recommendations and actively participate in the decision-making process when addressing administrative issues in accordance with local mission, vision, and strategic plan.
MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.
Experience: Eight years of experience in administrative, professional or technical work, three years must have involved supervision of other employees or exercising responsibility for program development.
Notes:
1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required general experience.
2. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.
DESIRED OR PREFERRED QUALIFICATIONS
- Bachelor’s degree in legal studies, public administration or similar field.
- Four (4) years experience of supervisory/management/leadership, preferably in Child Support.
- One year of experience in Microsoft Office.
- One year of experience with Child Support Management system.
