Main Purpose of Job

The main purpose of this position is to supervise the Service Coordination Unit of the Carroll County Local Behavioral Health Authority (LBHA), supporting LBHA leadership in fulfilling responsibilities related to the local management of the Public Behavioral Health System (PBHS). This position will assist the Carroll County LBHA in maintaining compliance with the Maryland Department of Health's (MDH) Behavioral Health Administration (BHA) requirements. This position will oversee the coordination and quality of behavioral health services, ensuring services are delivered in accordance with applicable federal and State regulations, policies and procedures. This position will also support system improvement efforts through collaboration with behavioral health providers, community partners and stakeholders, as well as through data analysis and performance monitoring activities.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of professional experience in assisting in the coordination of a health-related program(s) or referring people to governmental and private resources.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university on a year-for-year basis for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

1. Experience supervising and training staff while working collaboratively as part of a team.

2. Experience facilitating stakeholder meetings and preparing data reports to support program planning, quality improvement or decision-making.

3. Experience monitoring, auditing or evaluating behavioral health providers and/or programs for quality or compliance.

4. Experience working collaboratively with clients, providers and community stakeholders to coordinate services and resolve issues.
