Main Purpose of Job

This position is responsible for administering multiple incident reporting/management system programs on behalf of the Office of the State Fire Marshal. These programs include, the National Emergency Response Information System (NERIS), FBl's National Incident-Based Reporting System (NIBRS), the Statewide Fire Death Reporting program, OSFM and statewide statistical data analysis, OSM Fee program and the Non-Governmental Electrical Inspector program. This position reports directly to the Support Services Section Chief. This position does not supervise

POSITION DUTIES

Operational & Administrative Support: Manages day to day tasks, scheduling, meeting coordination, and logistical arrangements for the OSFM incident reporting/ management system programs.

Compliance & Reporting: Ensures adherence to legal and regulatory requirements, submits state/federal reports, tracks compliance metrics, and maintains policies for the OSFM incident reporting/ management system programs.

Data & Documentation Management: Maintains accurate records, collects data, prepares reports, manages databases, and ensures secure access to sensitive information contained in or around the OSFM incident reporting/ management system programs. 

Performance Monitoring: Tracks Key Performance Indicators (KPIs).

Performs all other related duties as assigned.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1. Experience managing or administering incident reporting or data management systems such as NERIS, NIBRS, or similar statewide/federal reporting platforms.  

2. Experience performing data validation, statistical analysis, or compliance auditing within a government, public safety, or regulatory environment.  

3. Experience providing training, technical assistance, or stakeholder support related to reporting procedures, data standards, or program compliance.  

4. Knowledge of the Maryland fire service structure, operations, and the mission of the Office of the State Fire Marshal (OSFM), including familiarity with statewide fire incident reporting practices.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, candidates for position in this classification may be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees. The list will be valid for one year.

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position.
