Introduction
The Maryland Department of Agriculture is a department under Maryland's Executive Branch. Formed in 1972 by the Maryland General Assembly to address the agriculture needs for the State of Maryland, the Department oversees and serves as a regulatory body for animal health, consumer services to include marketing and lab services, plant and pest management and resource conservation. As the number one industry in Maryland, the diversity of agriculture programs in the State continue to expand and grow.
The MDA Animal Health Program prevents and controls infectious and contagious diseases in Maryland livestock and poultry with particular emphasis on those diseases that threaten public health, endanger food supplies or threaten the economic security of the animal industries.

POSITION DUTIES
- Animal Disease Traceability (ADT) Program Manager
- Coordinates multiple animal health data systems and information management activities to track Animals and Animal Premises
- Coordinates inventory management of tags and tag readers.
- Coordinates staff response to Exercise and Real Time Traceback Activities.
- Develops and disseminates public education and outreach to promote Animal Disease Traceability for livestock owners.
- Writes and manages various federal grants and cooperative agreements that provide funding for ADT activities.
- Prepares reports including tag summaries, federal or state financial reimbursement forms and monthly grant reports.
- Supervises other staff that are part of the ADT team.
- Animal Health Outreach Coordinator
- Develops and disseminates public education and outreach to promote Animal Health program services for poultry and livestock owners.
- Coordinates Outreach opportunities and ensures that staffing and resources are available for on site events.
- Monitors and maintains the MDA Animal Health Social media accounts.
- Seeks out funding opportunities for maintaining and increasing outreach supplies and activities.
- Prepares reports including event summaries, federal or state financial reimbursement forms and monthly grant reports.
- Field Inspection
- Conducts and participates in Agency operations by maintaining knowledge of agency protocols regarding basic animal diseases.
- Conducts disease investigations under the guidance of Program Veterinarians for Rabies and other livestock disease events as assigned.
- Conducts disease investigations for avian mortality/morbidity issues with guidance.
- Assists in training animal owners in biosecurity and husbandry issues during disease investigations.
- Assists other agricultural responders during poultry and livestock emergencies.
- Provides support to logistical and tactical response in a Foreign Animal Disease event.
- Program Invoicing Support
- Assists in preparing Invoices for Program Operations such as CEM and Lab Testing.
- Serves as Liaison between AH program and other MDA departments that are involved in invoicing process, such as Fiscal.
- Ensures that invoicing is prepared and submitted in a timely manner for customers for continuity of operations.
- Animal Health Program Data Systems Support
- Learns processes involved with AH Program Data systems, including EMRS, VADDS, BYF Database, and others as needed.
- Provides training and support for program staff and operations using these Data Systems.
- Coordinates with Data System administrators, both internally and externally, to ensure data is accurate, up to date and accessible.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

- Laboratory accessioning and sample handling experience
- Grant writing capabilities
- Understanding of animal disease outbreaks
- Understanding of animal diseases including regulatory medicine: animal import requirements, fair and show requirements, animal reportable diseases, foreign animal diseases, and certificates of veterinary inspection

SPECIAL REQUIREMENTS
- Duties involve working in stressful environments, all kinds of weather and temperatures, unpleasant odors and other harsh environmental conditions. Field and animal emergency work may require working outdoors in inclement conditions, outside normal work hours and working with unpleasant people.
- Duties may involve working around and with domestic and large farm animals which can cause injury by kicking, biting, lunging, etc. Some equipment used in handling animals has a potential for bodily injury such as cattle chutes, rabies poles and needles.
- Duties may, on occasion involve using heavy equipment such as gates, chutes and decontamination gear, passing a Pulmonary Function Test, wearing a respirator, restraining large animals and loading supplies. Safe Restraint of large animals; lifting and handling awkward and heavy equipment used in the field and laboratories; agility such as climbing fences, gates, etc.
- Duties may involve working with animals and specimens that may contain physical, chemical and biologic hazards. This employee must use protective equipment. Employee must maintain protective titer to rabies by consenting to receive rabies pre-exposure vaccinations and periodic blood testing to determine titre. Additional requirements may be added from time to time as necessary. The employee must pass a respiratory exam and be familiar with the use of respirators.
