We are seeking passionate individuals for the role of Youth and Family Team Supervisor (DJS Case Management Program Supervisor), so come join our team and make a meaningful impact on youth and the community at DJS!

As the Youth and Family Team Supervisor for the Statewide Region, you will provide strategic leadership in advancing effective and efficient Court and Investigative Services processes that promote timely case progression and successful outcomes for youth. In this critical role, you will lead the local implementation of the Youth Family Team Process (YFTP), oversee the Transfer of Jurisdiction (TOJ) process, and drive efforts to expedite the movement of youth through the case processing timeline, remove barriers, reduce unnecessarily long lengths of stay, and facilitate the safe and appropriate return of youth to the community. You will supervise and support Case Management Specialists, coordinate with Community Services and Residential staff across the State, and establish and cultivate partnerships with internal and external stakeholders to ensure youth are connected to appropriate services and supports. Through collaboration, sound judgment, strategic problem-solving, and strong operational leadership, you will help strengthen the coordination of services, improve case processing outcomes, and advance efforts to reduce unnecessary time youth spend in detention or committed facilities.

Key Responsibilities may include, but are not limited to:
  • Youth and Family Team Leadership: Supervise the preparation and facilitation of YFTP meetings, including scheduling, assigning, supervising, and evaluating the work of Case Management Specialists, office professionals, and paraprofessionals involved in YFTP and related casework services
  • Case Expediting and Community Reintegration: Review secure detention and committed populations weekly to identify opportunities to expedite return to the community when appropriate. Consult and collaborate with other units of Community Services to resolve barriers and connect detained and committed youth with a continuum of supports to facilitate expedited case processing or release when appropriate
  • Executive Communication and Reporting: Provide updates, as directed by the Director of Court Services, for review by the Director and additional executive-level staff, including the Secretary, Deputy Secretary for Community Services, and Deputy Secretary for Residential Services, regarding reasons for delays or barriers to release
  • Stakeholder Relationships and Community Outreach: Manage and oversee stakeholder relationships and community outreach in collaboration with the Director of Court Services and Regional Director. Establish effective, collaborative working relationships across the agency, and with court stakeholders, service agencies, and the community at large to support implementation of YFTP and case expediting
  • Staff Supervision and Operational Leadership: Provide supervisory oversight and make recommendations regarding staff recruitment, selection, performance evaluations, disciplinary actions, and separations. Participate in the training of new staff, ensure staff maintain required certification with the Maryland Police Correctional Training Commission (MPCTC), and provide training and refreshers to staff, court stakeholders, and other partners on topics relevant to Court Services, including YFTP
  • Statewide Support and Data Management: Support other regions through supervisory oversight, task overflow, thought collaboration, and generalized needs as directed. Ensure records are maintained and tracked for data collection for the Statewide Region so information is accurate, timely, and useful

This position may be eligible to work a hybrid telework schedule.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Four (4) years of experience providing case management services to emotionally or socially maladjusted, delinquent, victimized, or exceptional juveniles in a community or residential setting.

Notes:

1. Candidates may substitute possession of an Associate of Arts degree in the social or behavioral sciences or criminal justice from an accredited college or university and two (2) years of experience providing direct services to children in a community or residential setting for the required education.

2. Candidates may substitute possession of a Master’s degree in the social or behavioral sciences or criminal justice from an accredited college or university for one (1) year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Social Services classifications or Social Services specialty codes in the Social Science, Psychology and Welfare field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate may possess any of the following:
  • Experience working in or with the juvenile justice system, juvenile courts, court services, or other youth legal systems
  • Experience supervising professional or paraprofessional staff, including assigning work, evaluating performance, providing guidance, and addressing performance or personnel matters
  • Experience coordinating services, resources, and case-related activities for court-involved youth across multiple programs, agencies, or service providers, including identifying and addressing barriers to case progression or community reintegration
  • Experience interpreting, explaining, and applying laws, rules, regulations, policies, and procedures, and establishing and maintaining effective working relationships with courts, government agencies, service providers, community organizations, youth, families, and other stakeholders

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates appointed to positions in this classification are required to become fully certified by the Maryland Correctional Training Commission within 90 days of appointment and maintain certification while employed.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. In accordance with the Correctional Services Article, Section 8-209 of the Annotated Code of Maryland, the Maryland Correctional Training Commission shall establish the minimum qualifications for probationary or permanent appointment of a Department of Juvenile Services employee in a mandated position. These requirements are listed in detail in the Code of Maryland Regulations 12.10.01.04, general regulations of the Maryland Correctional Training Commission, and include:
U.S. Citizenship or Resident Alien status
Must be at least 21 years of age
A thorough background check, including fingerprinting and drug testing
An oral interview, and
Physical and psychological examinations.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
