Main Purpose of Job

The main purpose of this full-time position will be to manage projects on behalf of the Maryland Department of Health. Project management requires oversight and responsibility for projects from initiation through completion.

Job duties include:
  • Developing, coordinating, directing and managing professional planning activities;
  • Managing procurements, review of change orders, invoices and budgets through all phases of a project;
  • Coordination with State agencies;
  • Directing and managing the work of consultants and vendors including planning, design and construction teams;
  • Managing the work of other project managers;
  • Directing community development, climate implementation and transportation planning on behalf of the department;
  • Directing and coordinating the activities and establishing project goals and objectives on behalf of the department for agency programs;
  • Approving scopes, research, statistical methods and field work activities to be undertaken in connection with planning projects;
  • Maintaining contact with state, federal, regional, and local officials engaged in the various aspects of planning as well as with representatives of the private sector having similar responsibilities or interests;
  • Participating in the negotiation of agreements or contracts;
  • Creating and presenting presentations on plans, proposals, and activities before MDH executive offices and various agencies and organizations;
  • Supervising vendors and other offices within the department engaged in complex planning projects and programs;
  • Improving efficiencies in operations; and
  • Performing other related duties.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work. 

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Demonstrated project management experience including managing multiple competing demands including the ability to work with limited supervision.
  • Knowledge of and/or experience with DGS Procurement Process and DGS Professional Services Procedures.
  • Knowledge of and/or experience with construction administration.
  • Experience managing consultants.
  • Experience with real property processes; this can include experience in lease management, right of entry agreements, and the transfer of real property. This can also include management of tenant services, and tenant fit-out management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
