Main Purpose of Job

The Legislative Liaison supports the Office of Government Affairs through legislative affairs, stakeholder engagement, strategic communications, and intergovernmental coordination related to statewide education priorities and initiatives. This position coordinates and supports interactions between agency leadership, policymakers, local education agencies, advocacy organizations, community stakeholders, and external partners to strengthen collaboration, support information sharing, and advance the mission and priorities of the Maryland State Department of Education.

Duties Include:
  • Build and maintain collaborative relationships with members of the Maryland General Assembly, local education agencies, advocacy organizations, educational institutions, nonprofit organizations, and community stakeholders.
  • Assist with strategic communications and outreach efforts that increase awareness of agency initiatives, strengthen public engagement, and support collaboration across external partners. 
  • Coordinate stakeholder engagement efforts, including meetings, school visits, legislative briefings, conferences, public events, and intergovernmental outreach on behalf of agency leadership and the State Superintendent. 
  • Assist in coordinating internal and external meetings, policy discussions, stakeholder presentations, and collaborative initiatives related to agency priorities.
  • Support legislative and government affairs initiatives by monitoring legislation, tracking committee activity, and assisting with legislative strategy related to education policy and statewide priorities. 
  • Provide support and help coordinate policy education efforts and stakeholder engagement initiatives related to Maryland education policy, legislative processes, and regulatory frameworks. 

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Three or more years of experience working with the Maryland General Assembly
  • One or more years of experience assisting with strategic communications and outreach efforts that increase awareness of agency initiatives

LIMITATIONS ON SELECTION

This position is limited to current employees who work in the Office of the Chief Policy Officer within the Maryland State Department of Education

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Applicants are subject to a criminal background investigation in accordance with the federal Family Law Article, Section 5.5.
