This position is eligible for a hybrid work schedule.

Main Purpose of Job

The Supplier Engagement Program Administrator is responsible for leading the design, implementation, and growth of a statewide network that supports historically underserved businesses in successfully competing for state and local government contracts. This is a two-year term position focused on reducing systemic barriers in public procurement by delivering training, technical assistance, and networking opportunities.

POSITION DUTIES

Duties to include but not limited to:

Program Strategy & Development

 Design and implement a statewide supplier network, including staff and partner models.

● Define program goals, align activities to results, and integrate operations into existing systems.

Training & Capacity Building

● Coordinate training, workshops, and technical resources.

 Build partnerships with procurement agencies, industry associations, and small business groups to expand contracting opportunities.

Data & Performance Management

 Track program impact and participant progress.

 Use digital platforms to capture real-time data, manage operations, and generate improvement reports.

Oversight, Outreach & Operations

 Manage public funding and ensure compliance.

 Lead outreach to historically underserved businesses through marketing and digital campaigns.

● Document policies, procedures, and administrative guides to ensure consistency.

 Support innovation and special projects as needed.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.


Experience with government procurement, public purchasing, or contracting processes.

Experience supporting small businesses, historically underserved businesses, or other supplier diversity initiatives.

Experience managing grant-funded programs or administering public funds.

Experience developing digital learning resources, marketing campaigns, social media content, or public outreach initiatives.

Experience coordinating virtual and in-person events, conferences, and/or educational programs.

Experience collecting, analyzing, and reporting program performance metrics or participant outcomes.

Experience developing communication materials such as newsletters, marketing materials, or website content.

Experience building and maintaining professional relationships with internal and external stakeholders.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

This position will require travel to offsite locations for in-person events throughout the State of Maryland.

You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

 

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
