Main Purpose of Job
POSITION DUTIES
- Ensures enterprise-wide contract monitoring compliance by directing, coordinating, and evaluating the agency’s contract monitoring governance and internal control framework in alignment with applicable procurement and compliance requirements; Develops and disseminates analytical and narrative reports to support executive decision making.
- Serves as liaison between Office of Procurement, DHS leadership, Program Offices, LDSS, and Office of State Procurement (OSP) to ensure contract monitoring standards, compliance metrics, and performance expectations are implemented and sustained; Provides compliance scorecards and escalation reports; Develops and implements corrective action strategies and risk mitigation plans; Identifies compliance deficiencies and recommends enforcement actions including contract modifications, financial remedies, or escalation.
- Oversees development and training of agency staff and determines agencywide organizational compliance to contract monitors and program staff on compliance tools, reporting requirements, and best practices; Leads development and analysis of procurement and compliance reports including statewide reporting requirements and internal dashboards; Provides subject matter expertise on COMAR Title 21, eMMA, and procurement systems; supports audits, legal inquiries, and PIA requests.
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- One year of experience in contract monitoring and vendor performance management, including Contracting Officer’s Representative (COR) functions, with a proven ability to provide oversight and guidance on compliance activities performed by others.
- One year of experience responding to audits and regulatory oversight within structured environments, such as federal procurement, state procurement, or corporate governance programs.
- One year of experience developing and analyzing KPIs, SLAs, and performance dashboards to create data-driven reports that support management decision-making.
- Technical expertise in managing procurement and financial workflows using ERP or Contract Lifecycle Management (CLM) systems, such as SAP, Oracle, Coupa, or eMMA.
