Introduction

The Department of Budget and Management's Office of Personnel Services and Benefits is expanding its team in support of a new leave benefit for State employees. Play a key role in ensuring employees receive fair and timely access to critical benefits when it matters most. As the Paid Family Medical Leave (PFML) Administrator, you’ll serve as a lead worker within the PFML Reconsideration Unit—guiding day-to-day operations, reviewing complex cases, supporting staff, and helping maintain efficient, consistent processes. This role offers the opportunity to apply your expertise in policy, problem-solving, and customer service while contributing to a program that directly impacts the well-being of employees and their families.

This position is telework eligible after a training period.

POSITION DUTIES

The PFML Administrator is responsible for overseeing the work activities for the Paid Family Medical Leave (PFML) Reconsideration Unit. This involves developing and managing a process for the receipt and review of second level requests submitted by State agencies and/or employees, reviewing determinations of subordinate staff, providing final review of unit determinations, the development and facilitation of training, making recommendations for process improvement, and serving as a subject matter expert for the PFML program.

Process Management: Develop, implement, and continuously improve the process for receiving and reviewing requests and disseminating decisions to State agencies and employees; identify process inefficiencies and recommend improvements; develop and maintain program guidelines and forms.  

Case Reviews and Determinations: Review determinations made by PFML Coordinators; verify that cases meet program eligibility; request additional information from applicants and/or agencies as needed; document decisions and ensure determinations are issued accurately and within required timelines. 

Training: Develop, implement, and facilitate periodic training to educate State agencies and employees on the PFML program; create and maintain training materials Customer Service: Field and respond to inquiries from State agencies and employees; provide guidance that is consistent with State laws, regulations, and other governing documents. 

Compliance and Reporting: Ensure program components align with the related laws, regulations, and other governing documents; monitor timeliness and workflow to ensure adherence; conduct periodic program audits; produce regular program reports on volume, outcomes, and trends.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Three years experience administering or supporting leave programs, benefits, or case management functions (e.g., Paid Family Medical Leave-FMLA, disability, or similar programs).
  • Three years experience interpreting and applying laws, regulations, policies, and procedures.
  • Three years experience delivering training, presentations, or developing instructional materials for various audiences.
  • Strong customer service experience, including responding to inquiries and providing clear, accurate guidance.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
