Main Purpose of Job

The Project Manager is responsible for the operations and maintenance (O&M), life-cycle replacements, facility restorations and modernizations, grounds maintenance, utility services, energy management, security and fire and emergency services for all DPSCS Correctional Institution Facilities. This includes oversight of operations that include, but not limited to DGS Capital Construction and Capital Maintenance and as needed Critical Maintenance projects.

POSITION DUTIES

Ensures staff complies with agency policy and procedures, State and Federal regulations and laws. Develops comprehensive project plans, including scope, schedule, budget, and resource allocation. Ensures all projects comply with local, state, and federal regulations and safety standards.
●Manages and plans the work of Agency Engineers/Architects engaged as needed in planning, directing, coordinating, and monitoring agency Construction Projects, operating maintenance, and system services from the program approval through design and post construction phases. Identifies and manages potential cost overruns and implement corrective actions.
●Attends project design review, pre-bid conferences, pre-construction meetings, construction meetings, and postconstruction meetings to resolve technical requirements. Ensures compliance with agency needs, specifications, objectives, project programs, design standards, contract specifications, applicable building codes, and sound engineering practices. Prepares and reviews comments of agency projects during all phases of planning, construction, and competition.  
● Coaches and mentors Correctional Maintenance staff. Ensures staff receive appropriate level of training and receives adequate training from Vendor as applicable.
● Reviews schematic and design document of agency projects developed by engineering or architectural consultants for completeness, accuracy, and compliance with all applicable building codes, standards, and agency program statements and requirements. 
● Approves bidding documents, evaluation of bids, selection of contractors, proposed change order authorizations, time extensions, and payments for agency projects.  
● Serves as agency liaison to the Engineers/ Architects. 
● Act as the primary point of contact for all project-related communications.
● Collaborates with architects, engineers, contractors, and other external stakeholders.
● Ensures all work is completed to the highest quality standards.
● Conducts regular site inspections and audits. 
● Addresses any quality issues promptly and effectively.
● Identifies potential project risks and develop mitigation strategies.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Demonstrated expertise in project controls, including technical budgeting, rigorous schedule management, and proactive risk assessment.
  • Comprehensive knowledge of the capital project lifecycle, from initial scope development to final close-out.
  • Proven experience managing engineering deliverables, quality assurance standards, and diverse stakeholder expectations. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

· Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)

· Annual Leave - ten (10) days of accumulated annual leave per year
· Sick Leave - fifteen (15) days of accumulated sick leave per year 
· Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child
