POSITION DUTIES
The Comptroller of Maryland (COM) is recruiting a Data Analyst to support COMStat, the agency's first performance management and accountability system. This is an exciting opportunity to work with data in furtherance of continuous improvement and excellence in public service. COMStat supports the Comptroller’s vision for transforming our 1100-person agency and improving opportunities for our communities, small businesses, and families in the State of Maryland. The successful candidate will have superb analytic rigor, a team-oriented work style, and experience in data analysis, visualization, and governance.
The Data Analyst supports COMStat activities related to:
- Setting data quality standards
- Automation of data collection and analysis processes.
- Development of dashboards and making data easily accessible to anyone, at any time.
The Data Analyst is a key member of the COMStat team, which is responsible for leading performance management and open data functions by collecting, analyzing, interpreting, and reporting the wide variety of data generated by Maryland's tax administration agency. Businesses, residents, and civil servants expect to have readily available data to aid decision making.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
- Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
- Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
- Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
** For education
obtained outside of the U.S., you will be required to provide proof of the
equivalent American education as determined by a foreign credential evaluation
service. If you possess a degree obtained outside of the United States, please
submit a detailed, course-by-course evaluation report from one of the U.S.
equivalence evaluating members identified at http://www.naces.org/members.html.
DESIRED OR PREFERRED QUALIFICATIONS
- A Bachelor of Science or equivalent or higher degree in one or more of the following fields: Data Science, Statistics, Data Analytics & Visualization, Mathematics, Computer Science, or similar field of study.
- Four or more years experience in designing, operating, or managing a data analytics program.
- Two or more years experience in designing, operating, or managing an Open Government Data program.
- Four or more years experience creating reports, dashboards, and other data visualizations using Microsoft Power BI and/or SAP Business Objects.
- Experience in designing and maintaining the technical infrastructure that supports data collection, integration, and analysis.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
