The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. We are seeking passionate individuals for the role of Data Analyst, so come join our team and make a meaningful impact on youth and the community at DJS!

The main purpose of this position will be to provide coaching and support to case management specialist supervisor and case management program supervisors in the region. This position will involve ensuring special initiatives are implemented in the region and coaches the other supervisors in the region on the implementation and adherence to supervision models.  This position will be a key asset to the regional director when needed for covering duties in the region.

POSITION DUTIES

Position Duties

  1. Data Leadership & Strategy

    • Lead the development and implementation of a comprehensive data strategy that supports instructional improvement, operational efficiency, and strategic planning across JSEP.

    • Advise executive leadership on data trends, performance indicators, and emerging issues impacting student outcomes and program effectiveness.

  2. Data Collection & Management

    • Oversee the collection, validation, and maintenance of student, school, and program-level data to ensure accuracy, consistency, and integrity.

    • Maintain and manage the central repository of JSEP data, reports, tools, and resources in compliance with state, federal, and agency requirements.

  3. Analysis, Research & Reporting

    • Conduct advanced data analyses and research studies to evaluate academic performance, program quality, equity indicators, and operational outcomes.

    • Prepare and submit required annual, quarterly, and ad hoc reports to internal leadership and external stakeholders, ensuring compliance with reporting timelines and standards.

  4. Dashboard Design & Visualization

    • Design, develop, and maintain interactive dashboards and visual reports that translate complex data into actionable insights for leadership and school-based teams.

    • Ensure dashboards align with JSEP goals, accountability measures, and continuous improvement initiatives.

  5. Accountability & Performance Monitoring

    • Monitor key performance indicators (KPIs) and accountability measures related to student achievement, attendance, instructional delivery, and program outcomes.

    • Identify risks, gaps, and trends and recommend data-informed corrective actions or improvement strategies.

  6. Collaboration & Technical Support

    • Collaborate with school administrators, instructional leaders, operations staff, and external partners to support data-informed decision-making.

    • Provide technical assistance, guidance, and training to staff on data tools, dashboards, and best practices for data use.

  7. Compliance & Data Governance

    • Ensure adherence to data privacy, security, and governance standards, including FERPA and applicable state and agency policies.

    • Establish and enforce protocols for data access, usage, and documentation.

  8. Continuous Improvement

    • Support continuous improvement efforts by evaluating initiatives, tracking outcomes, and using data to inform policy, practice, and resource allocation.

    • Stay current on best practices in data analytics, education research, and performance measurement to enhance JSEP’s data capacity.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Preferred Qualification:
1. Data Visualization & Dashboard Leadership.
2. Applied Research & Data Analysis in Education or Human Services.
3. Reporting, Compliance, and Cross-Agency Data Coordination.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
