Main Purpose of Job
POSITION DUTIES
- Oversees the legislatively mandated report (including the annual Joint Chairmen’s Report requirements) process so that reports are secured from the program administrations and budget staff for timely submission to the legislature, Office of the Governor, Department of Budget and Management and other state agencies.
- Analyzes state legislation affecting DHS in order to maintain a unified evaluation of legislative issues on behalf of the Secretary and the senior leadership of DHS.
- Assists departmental regulatory liaisons in preparing clear, concise, and complete regulations.
- Prepares responses to informational requests from legislators and legislative groups.
- Manages the procurement and distribution of the Code of Maryland Regulations (COMAR) and the Code of Federal Regulations (CFR).
MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- One year of experience in legislative staff work.
- One year of experience analyzing, tracking, or developing legislative proposals, statutory reports, or regulatory packages within a local, state, or federal government setting, or via an advocacy framework.
- One year of strong operational experience using Google Workspace (Drive, Docs, Sheets) and state legislative tracking databases (such as the Maryland General Assembly PLAS system).
- One year of demonstrated experience managing the logistics, scheduling, and staff workflow of a legislative office during the Maryland General Assembly 90-day session.
