Main Purpose of Job
POSITION DUTIES
Conducting
administrative investigations of allegations of misconduct against civilian
employees in accordance with State laws, regulations and department policy.
This includes but is not limited to conducting research, gathering evidence,
interviewing witnesses, drafting charging documents, thoroughly documenting the
investigation process, drafting settlement agreements, and participating in
administrative hearings.
Reviewing
investigations of allegations of police misconduct in accordance with all State
laws, regulations and department policy. Ensuring investigations and associated
documentation submitted to the Office of the Department Prosecutor is thorough,
accurate and complete before forwarding the investigations to the ACC.
Conducting follow-up
in coordination with investigators of allegations of police misconduct, to
include but not limited to, conducting research, gathering evidence, and
interviewing witnesses.
Assessing the
persuasiveness of the evidence and suitability and/or readiness of police
misconduct cases for administrative prosecution, drafting charging documents,
and participating in administrative hearings.
Acts as the liaison
between the Department and ACC. Responsible for coordinating with the ACC,
which includes but is not limited to forwarding completed and approved
investigative files, evidence, findings, and recommendations to ensure proper
handling of cases and enforcement of laws.
Responsible for
ensuring compliance with all State and department administrative investigative timelines for all cases referred to The Office of the Department
of the Prosecutor.
Responsible for
scheduling and assisting prosecutor(s) with trial board preparation.
Performs other related
duties as assigned by the Department Prosecutor, which may include but is not
limited to, representing the Department in Grievance, ASED Emergency Suspension
and Civilian Disciplinary hearings.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1. Experience conducting
administrative investigations of allegations of misconduct against employees.
2. Experience reviewing investigations, preparing Disposition Reports and charging documents.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
SPECIAL REQUIREMENTS
Applicants for this position will be subject to a
complete criminal background investigation and polygraph examination before
permanent appointment can be made. A criminal conviction may be grounds for
rejection of the applicant.
SELECTION PROCESS
Only candidates who meet the minimum qualifications will
be considered for this classification. Therefore, it is essential that you

candidates will be placed on the Eligible List categorized as BEST QUALIFIED,
BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at
least one year from the date of examination. The list will be used by the
hiring manager to select employees. The list will be valid for one year.
EXAMINATION PROCESS
The examination will consist of a rating of your
education, training and experience related to the requirements of the position.
You may be required to complete a qualifications supplement, or the rating may
be based on your application. Report all experience and education that is
related to this position. Applicants may be given a physical examination and
will be subject to an interview, background investigation, polygraph
examination and substance abuse testing.
