Introduction

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

This position offers a salary range of $71,805 – $102,566, with potential for advancement up to $113,243 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $102,566.

Main Purpose of Job


The Performance and Innovation Division (PID) is seeking a curious and collaborative individual to join our growing team as a Performance & Data Analyst. PID is a dynamic, forward-thinking division dedicated to enhancing the Office of the Attorney General’s effectiveness through strategic innovation, data driven decision making, and special project support. We partner directly with leadership and teams across the office to strengthen operations, advance performance management, and support high impact initiatives that improve public service delivery.

This position provides non supervisory analytical support across PID’s performance management and data services portfolio. The Performance & Data Analyst will work with divisions and units throughout OAG to support data collection, analysis, visualization, and reporting efforts, and will contribute to operational and special projects initiated by executive leadership. The analyst will collaborate closely with the Director and Deputy Director of Performance and Innovation, as well as leaders across the office.

Because performance management and data needs continue to evolve within a complex legal organization, specific responsibilities and focus areas for this role may shift over time to align with emerging priorities, organizational needs, and the employee’s demonstrated skills and strengths.

The analyst’s work is essential to advancing OAG’s commitment to innovation, accountability, and transparency for both Maryland residents and OAG employees

POSITION DUTIES

Key Responsibilities: 
 
The Performance & Data Analyst will play an important role in advancing PID’s work by performing these key responsibilities:

Performance Management & Reporting
Support the design, development, and maintenance of dashboards, data visualizations, and reports for executive and operational audiences
Assist in establishing and tracking key performance indicators in consultation with division and unit leadership
Conduct data audits and contribute to improvements in data accuracy, structure, and documentation
Help divisions and units build or refine data collection processes to support ongoing performance tracking

Data Analysis & Services
Provide data consultation and analytical support to divisions and units across OAG, including survey creation and analysis, dataset analysis, and assistance with data tools
Analyze data to identify trends, surface insights, and support data-driven decision-making
Clean, transform, and manipulate datasets as needed to prepare data for analysis, reporting, or integration into dashboards and other data products
Contribute to data quality assurance, cleaning, and validation activities
Assist in building data fluency and analytical capacity across the office through direct support and informal training

Special Projects & Operational Support
Contribute analytical and research support to cross-functional special projects initiated by the Director, Chief of Staff, or Attorney General
Prepare written materials including memos, summaries, and briefings in support of division and executive leadership
Support rapid-response and ad hoc projects requiring agility and analytical rigor
Participate in cross-divisional collaboration efforts aligned with the Strategic Plan and the Attorney General’s priorities

Other Duties
Other duties as assigned in support of PID’s work


Examples of Work Product May Include:

Developing and maintaining a dashboard tracking vacancy rates, leave balances, and workforce trends for OAG leadership
Conducting a data audit for a division to document existing data collection practices and identify gaps
Creating a survey instrument and analyzing results to inform a policy or operational decision
Preparing a data summary memo for the Chief of Staff on a time-sensitive operational question
Building a data collection template and reporting process for a division launching a new program
Supporting a divisional team in defining KPIs and establishing a baseline for performance tracking
Analyzing a dataset for a special project and presenting findings to executive leadership

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.


DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications. 

Bachelor’s degree in Data Science, Data Analytics, Public Policy, Public Administration, Political Science, Government and Politics, Statistics, or related field.
Experience in government, legal services, or other public sector or regulated environments
Familiarity with performance management frameworks, program evaluation, or continuous improvement methodologies
Experience with data analysis and visualization tools (examples include Power BI, R, and Python)
Demonstrated ability to translate data findings into accessible written products for executive audiences
Experience providing direct support or consultation to internal clients or stakeholders
Knowledge of data governance principles and best practices

The ideal candidate brings professional experience in areas such as data analysis, performance management, research, policy analysis, program evaluation, or a related field. They have demonstrated experience working with data to produce actionable insights and communicate findings to non-technical audiences.

They possess strong written and verbal communication skills, with a proven ability to present complex information clearly and accessibly. Their collaborative approach enables them to work effectively with diverse stakeholders across all levels of an organization. In addition, they have a track record of managing multiple tasks simultaneously and delivering quality work under deadlines. Their adaptability and intellectual curiosity make them well-suited to thrive in a dynamic, mission-driven environment.



LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
