Introduction

The Maryland Department of Emergency Management (MDEM) is the agency of the State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MDEM works to ensure that all Marylanders engage in preparedness activities and that the entire state is more disaster resilient.

Note: This is a hybrid position that reports to MDEM’s Headquarters in Hanover, MD, and regularly attends in-person meetings across designated rural regions: Southern (Calvert, Charles, St. Mary’s), Central (Carroll, Frederick, Harford), Western (Allegany, Garrett, Washington), Eastern Shore (Caroline, Cecil, Dorchester, Kent, Queen Anne’s, Somerset, Talbot, Wicomico, Worcester).

Main Purpose of Job

The Regional Food Resilience Coordinator is one of four coordinator positions within the state government that coordinates food resilience efforts across public- and private- sector entities at local, regional, and state levels. This position reports to the Food Resilience Program Manager within the Office of Resilience and works collaboratively with the other Regional Food Resilience Coordinators.


Note: The Regional Food Resilience Coordinator position relies on the existence of funding from Maryland’s Rural Health Transformation (RHT) Program.

POSITION DUTIES

Each Regional Food Resilience Coordinator serves as the primary contact for assigned rural jurisdictions, but will work collaboratively across regions as assigned:

 

Eastern Shore: Caroline, Cecil, Dorchester, Kent, Queen Anne’s, Somerset, Talbot, Wicomico, Worcester

Central: Carroll, Frederick, Harford

Southern: Calvert, Charles, St. Mary’s

Western: Allegany, Garrett, Washington

 

This position serves the State of Maryland, its State Agencies, and local jurisdictions in the following areas:

Support the daily operations of MDEM’s regional food resilience activities, including those funded by Maryland’s Rural Health Transformation (RHT) Program.

Serve as MDEM’s primary liaison for food resilience partners and stakeholders in assigned jurisdictions, conducting in-person and virtual outreach with public and private-sector entities in the food and agriculture sectors.

Expand the regional food resilience network for assigned jurisdictions, addressing stakeholder inquiries and building relationships through professional, proactive, and timely communication.

Conduct outreach and facilitate communications with rurally-based food resilience stakeholder groups.

Coordinate food resilience initiatives at both regional and local levels for assigned jurisdictions, providing expertise in the following subjects: agriculture, food distribution, food processing, nutrition and public health, food safety, and food systems planning and zoning.

Provide direct planning support for regional food resilience events across the state, including program planning, marketing, organizing featured speakers and panelists, and coordinating event procurement.

Respond to in-person and virtual technical assistance inquiries, and develop resources for food resilience planning for assigned jurisdictions.

Coordinate, organize, and disseminate food resilience information between state agencies, regional and local stakeholders, and local government partners.

As assigned, research background information and develop products on food resilience issues (e.g. food insecurity, food supply chain continuity, and agricultural practices).

Interface with state legislators and coordinate stakeholder outreach regarding food resilience priorities, programs, and policies as directed.

Support MDEM Directorate staff and local emergency management agencies with the coordination and development of food resilience-related products and projects.

Assist cross-sector efforts to better adapt to and recover from shocks and stressors to Maryland’s food and agriculture industries.

As assigned, collaborate with MDEM’s food resilience team members to support coordination in their assigned regions.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

SELECTIVE QUALIFICATIONS

Preferred qualifications:

   

Two years of experience in food systems, public health, project management, emergency management, planning, or a related field.


Candidates who meet the following criteria are encouraged to apply:

Experience leading a productive working group.

Experience developing and managing a network of professional relationships.

Skill in performing analysis in support of Agency programs and reporting on metrics.

Experience in leading interdepartmental projects, garnering stakeholder buy-in.

Skill in synthesizing technical information to make it digestible for a larger audience.

Ability to work independently on Agency projects.   

Ability to exercise independent judgment and initiative in projects relating to Agency objectives.

Ability to prepare and present findings and recommendations in clear, concise reports.

Ability to establish and maintain effective working relationships with co-workers, interagency colleagues, and customers.

Ability to solve problems, think critically and analytically, visualize data, develop products, and communicate clearly and effectively.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
