Main Purpose of Job

This position functions within the Office of Personnel Services and Benefits, Legislative Affairs and Special Projects Unit. This position analyzes large data sets associated with the State’s workforce, performs work on policy issues, and analyzes proposed legislation and writes fiscal notes, among other duties.

POSITION DUTIES

  •  Conducts research and analysis; makes suggestions for policy changes; provides cost estimates.
  •  Performs complex analysis of large data sets and calculates scenarios to develop orrespond to union   proposals, State initiatives, or other inquiries including, but not limited, to legislative inquiries or to assist in   preparation of legislative bill reviews and fiscal notes. 
  •  Completes special projects, administers various Statewide programs.
  •  Assists with responses and reports to various inquiries, including legislative and general assembly mandated   responses/reports, Maryland Public Information Act (MPIA) requests assigned to OPSB, and other types of   reports and inquiries.  
  •  Maintains a regular and reliable rate of attendance and performs all other duties asassigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Six months of work managing complex projects with multiple stakeholders to prioritize and ensure completion of deliverables.
  • Six months’ experience with basic data analytics tools and common data visualization platforms. Experience with performing data analysis, gathering and synthesizing large amounts of diverse information.  
  • Six months’ experience developing written and verbal communications with the capacity to tailor messages for executive, technical, and general audiences.

LIMITATIONS ON SELECTION

This position is open only to current State of Maryland regular and contractual employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
