Main Purpose of Job

The Data Analyst is responsible for managing and enhancing enterprise data systems, ensuring the accuracy, integrity, and security of certification and compliance data. The role analyzes program performance and equity impacts, conducts research on certification and contracting initiatives, and provides actionable insights to inform policy, strategic planning, and operational improvements. This position helps leadership make informed decisions, directly supporting the agency’s mission to expand opportunities for Maryland businesses, promote equitable access, and strengthen program accountability utilizing data analytics, modeling, and forecasting.

POSITION DUTIES

This position's duties include but not are limited to:

  • Analyze certification and program data to identify trends, measure program performance, and support data-driven decision making.
  • Maintain and validate agency data systems to ensure the accuracy, integrity, and reliability of program information.
  • Develop reports, dashboards, and data summaries for leadership, program staff, and external stakeholders.
  • Conduct research and analysis on certification and contracting initiatives to support policy development and strategic planning.
  • Collaborate with program staff and leadership to improve data collection processes, reporting workflows, and operational efficiency.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work. 

Notes: 
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications. 

Three (3) years of experience collecting, analyzing, and interpreting data using data analysis or data visualization tools (such as SQL, Excel, R, Python, Tableau, Power BI, or similar tools) to develop reports, dashboards, or analytical products that support program operations or decision-making.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 

  • A minimum of two (2) years experience cleaning, validating, and managing large or complex datasets while maintaining data accuracy and integrity, including the use of databases or data management platforms. 
  • A minimum of two (2) years experience conducting quantitative analysis, performance analysis, or program evaluation within government or public sector programs and presenting findings to non-technical stakeholders.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
