Main Purpose of Job

The position is responsible for the analysis and reconciliation of critical agency master file database files including the following:
  1. 1099R tax reporting files used to report calendar year end distributions to active, deceased, and retired members, in compliance with Internal Revenue Service rules and regulations.
  2. 1042S tax reporting used to report international retirees calendar year end distribution in compliance with Internal Revenue Service rules and regulations.
  3. Refund Master Files which record automated refunds (over 5,000 per year – more than $23 million) issued to members and their beneficiaries throughout the year. This includes voucher preparation and refund verification for all disbursements above the agency-established threshold.
  4. Processing and reconciling monthly-automated retirement payments to over 155,000 payees more than $250 million monthly. This includes preparation and reconciling of the payment voucher, verification for all disbursements above the agency-established threshold, and reconciliation to the General Ledger to ensure that all database transactions remain in balance with the Retirement Accumulation Fund. The Fund is comprised of twelve separate funds for each of the individual retirement/Pension systems (Teachers, Employees, State Police, etc.) administered by the Agency, and reconciliations must occur on a system-by-system basis for each Fund.

POSITION DUTIES

This position will be responsible for: 
  • Assist in maintaining the integrity of the Refund Master file through the accurate and timely reconciliation of the automated update/maintenance jobs to the job output. Reconciles the automated refund disbursement voucher to ensure that it accurately reflects refund payments to members and their beneficiaries. This involves the analysis, reconciliation and testing of data generated through various automated jobs. Performance of these reconciliations/verifications requires an excellent knowledge of agency refund formulas, tax rates and the agency’s automated method of calculation. Because refund disbursements are printed off-site by the Maryland State Treasurer’s office, this position must coordinate the exchange of data between agencies that is necessary for accurate and timely reconciliation. Timeliness is critical as the agency has a very restrictive schedule for disbursement of the monthly refund payments.
  • Reconcile the monthly 1099 disbursements to retirees and beneficiaries, active members and deceased member beneficiaries. Responsible for the preparation, analysis, identification, documentation, initiation and follow up on actions necessary for correction of the Agency’s General Ledger or 1099R data files. The accuracy of these files is critical as it impacts the Agency’s calendar year 1099R reporting to the members, Internal Revenue Service and the Comptroller of Maryland.
  • Review of System Generated Reports. Reviews various system-generated reports designed to identify possible errors in the calculation of refund payments or the status of members. Analyze each record identified and initiate appropriate corrective action. This includes reviewing all active employee refund payments (withdrawals) as well as active employee deceased benefit payments above agency specified thresholds. Prepares monthly statistical data for active and retired members. This position reviews all retiree gross benefit payments above the agency specified threshold of four thousand dollars.
  • Monthly Retirement Check Register Reconciliation and Verification.  Reconciles, reviews, and helps to prepare the automated monthly retirement check register voucher and disbursement. The monthly check register pays monthly benefits to retirees/beneficiaries. This involves the analysis and reconciliation of new data along with revisions generated throughout the month showing themselves on various daily automated jobs. The monthly-automated retirement payments are processed off-site by the Maryland State Treasurer’s office once a month; this position must coordinate the exchange of data between agencies that is necessary for accurate and timely reconciliation. Timeliness is critical as the agency has a very restrictive schedule for disbursement of monthly retirement payments. Perform a monthly review and calculation of all automated benefit payments that exceed $5,000 for accuracy.
  • Payment Voucher Review and Approval. Audit manual and automated payment vouchers to ensure that all payments are 100% accurate and supported by the required documentation. Priority vouchers are audited within one day of receipt and non-priority vouchers are audited within two days of receipt. Verifies tax treatment of these voucher payments. (Refunds, Automated Deceased, DROP).
  • Prepares/Reviews Daily Data Processing Production Job Request Stream. Job submission is dependent on the published monthly data processing schedule, adjusted as necessary. Preparation requires an excellent knowledge of automated job functions, job dependency, job sequence, file maintenance (input/output) and control card set up.
  • Retiree Health Deduction updates/Address Change review/ Retiree Tax Withholding/ Other Duties as assigned. Review or assist when needed with retiree health deductions to ensure that monthly deductions are accurately applied to retirees’ payroll benefits. Review or assist when needed with retiree address changes to ensure retirees receive monthly benefit statements, 1099 forms, and all agency correspondence. Review or assist with the validation of the tax withholding forms for compliance with Internal Revenue Service guidelines and Agency procedures. Performs special project work assigned by the Retirement File Maintenance Supervisor, Retirement Manager, Deputy Director of Data Control, or Director of Data Control. (COLA, Interest Workbook, Health & Voluntary recap review, CRM Daily Sync Rec Review, etc.)
The work performed by this position involves special physical demands including lifting boxes of reports, lifting mail trays to pull checks on the hold list in Annapolis.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates will possess the following qualifications: 
  • Two years of experience performing monthly reconciliations with a minimum of 1,000 transactions and a value of $1,000,000.00.
  • Intermediate level of experience with Microsoft Excel.
  • One year of experience examining, analyzing, and interpreting data.
  • One year of experience working independently, while managing deadlines and multiple priorities.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
