Introduction

This is a contractual, position specific recruitment for the Maryland Department of Natural Resources, Land Acquisition and Planning. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

This position is responsible for assisting the Regional Survey Administrator of the Land Acquisition and Planning Unit’s GIS and Survey Team functions in the Eastern Region and other regions as assigned. This position will assist in the areas of property survey administration, property boundary recovery/field reconnaissance and maintenance, and boundary conflict resolution, with a focus on Chesapeake Forest Lands. Duties include but are not limited to property boundary survey review, verification and approval, and boundary line identification and recovery both in the field and office. Chain of Title and other Property records research including deeds, easements, rights of way and associated land records to which DNR has a land interest, Deed plotting worksheets in CADD or GIS and other property records data management tasks as needed. This position also assists with the collection, development and management of datasets and other property asset information associated with DNR’s enterprise geographic information system and Asset Inventory Management System (AIMS). Duties within AIMS include but are not limited to capturing, storing, analyzing, and mapping historical, current, and future property acquisitions and other relevant real property information including deeds, plats, easement agreements, etc. to support DNR’s mission of land stewardship and conservation.

POSITION DUTIES

The Department of Natural Resources, Land Acquisition & Planning Unit, located at the Tawes State Office Building, Annapolis, Maryland, is currently accepting applications for a Administrator I. This position is responsible for assisting the Eastern Regional Survey Administrator of the Surveying and Property Research program and providing support to other regions as requested. This position provides both CADD and GPS field assistance to DNR land managers and staff in the areas of real property survey acquisitions, property boundary recovery and maintenance, and technical assistance for boundary conflict resolution. In addition, this position also assists with mapping of potential, historical, and future real property information including, but not limited to, deeds, plats, surveys, easements, Right-of-Way agreements and other relevant real property interests of DNR.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Three years of experience related to real property surveying and boundary administration including two or more of the following:
    • Managing land records (deeds, plats, agreements) and plotting or analyzing land record information using ArcGIS software or CADD/cadastral data.
    • Conducting and managing property surveys in the field.
    • Mapping real property boundaries with GPS and assisting with the recovery and marking of property boundaries.
    • Conducting real property records research in Maryland using MDLANDREC, MERLIN or FINDER, SDAT Real Property Database, PLATS.NET or similar research or mapping tools.
  • Understanding of real estate and boundary survey principles, terms, definitions and legal documents needed to effect an acquisition of real property and identify/manage real property boundary lines.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
