Main Purpose of Job

The main purpose of this position is to provide leadership and direction to the Office of Innovation, Research, and Development (IRD) staff on program development and evaluation, policy and data analysis and legislation. This position serves as the Division Chief of Evaluation, Research and Data Analytics working within IRD in the Office of the Deputy Secretary for Health Care Financing. This position will be responsible for overseeing the evaluation of existing programs and new initiatives being piloted by the Medicaid Program as well as other reports and evaluations requested by the Centers for Medicare and Medicaid (CMS) and the General Assembly. The position will also be responsible for performing research and formulating options and recommendations for programmatic changes to promote continuous quality improvement, efficiency, and cost-effectiveness. This position will be responsible for coordinating mental health parity reporting compliance with the managed care organizations, the behavioral health administrative services organization, and other departments within Medicaid. The position will be responsible for translating and disseminating evaluation and research findings to internal staff and external stakeholders. This position will also monitor federal and state regulatory changes and legislative proposals and, evaluate their potential fiscal impact on the Medicaid program. This position will support the analysis, design and implementation of innovative approaches to increasing preventive care within the Medicaid program. The position will attend stakeholder meetings, internal program and staff meetings, conference calls, committee meetings, and hearings as needed to represent the Planning Administration. This position will also provide managerial guidance, feedback and support to Health Policy Analysts in the IRD.

This position is eligible to perform its duties via remote telework 80% or as otherwise permitted by the appointing authority. Permission to telework is subject to the discretion of the appointing authority and can be terminated at any time as outlined in the telework agreement.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidates should possess the following:
  • Experience with Project Management.
  • Experience with Data Analysis.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
