Main Purpose of Job
First level supervisor and leader for a group of Building Construction Engineers (Construction Managers or CM’s). Responsible for on time completion and quality construction for assigned construction projects within the assigned region. Provides assistance to the Regional Manager to complete assigned tasks. Serves as Acting Regional Manager in Manager’s absence and as backup to Construction Managers during their absences.
Is responsible for the assurance that the Construction Managers are overseeing assigned projects ensuring quality, timeliness. Ensures that all required work assignments are completed and provides an accurate representation of the projects progress. Is first in review and comments related to change orders and required documentation to comply with contract requirements.
POSITION DUTIES
Duties for this
position include but are not limited to:
· Act as Regional
Manager in their absence; provide direction and make time-sensitive decisions.
Serve as backup for Construction Managers as needed.
· Ensure all
inspection activities are completed per standards; perform inspections on
assigned projects.
· Maintain accurate
and complete project documentation, including files, change orders, balance
sheets, and correspondence. Oversee personnel actions such as timesheets and
leave approvals.
· Coordinate and
lead project meetings (preconstruction, progress, closeout). Review and approve
schedules, change orders, invoices, and performance evaluations. Ensure
contract compliance and submit required reports.
· Oversee all
project phases (pre-construction, active, and closeout). Resolve complex
issues, ensure work meets specifications, manage site access, and coordinate
inspections. Lead project closeout, including punch list completion, final
payments, and warranty follow-up.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants who
possess the following preferred qualification(s). Include clear and
specific information on your application regarding all qualifications.
Experience
approving contracts for project schedule, construction status updates, proposed
change orders, invoices and A-E performance evaluations.
Experience
reviewing project files including completion of files, ensuring all significant
project-related actions are documented and maintain balance sheet.
Computer Skills – MS Word & MS Excel.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
