Main Purpose of Job

The Maryland Office of the Public Defender (MOPD) is an independent state agency charged with providing superior, client-centered representation to indigent individuals at all stages of the legal process. MOPD’s vision is Justice, Fairness, and Dignity for All. Operating across 24 jurisdictions, our dedicated team of over 1,000 attorneys, investigators, social workers, and administrative professionals works collaboratively to protect fundamental constitutional rights, preserve liberty, and advocate for systemic justice reform across Maryland.

MOPD is seeking a dynamic, highly organized, and tech-savvy Assistant Facilities Director to serve in a critical operational leadership role. Under the general direction of the Facilities Director, this position functions as the primary deputy administrator, executing the statewide oversight, strategic planning, daily operations, and long-term maintenance of MOPD’s real estate footprint encompassing over 60 district offices, specialized units, and administrative spaces across Maryland.

The Assistant Facilities Director bridges high-level executive planning with hands-on technical execution. Working, as delegated, directly with agency leadership, the Department of General Services (DGS), and private landlords, the incumbent ensures that MOPD’s physical infrastructure directly supports its legal mission. Essential responsibilities include:

Property & Capital Project Oversight

Project Execution: Direct design, construction, remodeling, and building systems maintenance across 60+ statewide facilities.

Lease & Budget Management: Handle software tracking of leases, DGS Form 680 space requests, negotiate state lease renewals, monitor capital budgets, and audit contractor invoices.

Vendor & Site Logistics: Direct external contractors, oversee office relocations, conduct site quality/ADA/OSHA inspections, and manage the digital work-order system.

Strategic Planning & Daily Operations

Leadership Alignment: Partner with the COO, CFO, and internal divisions (IT, Fiscal, HR) to develop multi-year capital plans and facility policies.

Emergency & Safety Protocols: Lead Continuity of Operations (COOP) readiness, serve as primary DGS security liaison, and manage physical access controls.

Project Tracking & Systems Management: Utilize specialized software to oversee facility maintenance requests, lease agreements, and capital projects. Monitor project status, deadlines, and key performance dashboards to proactively identify and resolve operational issues, while preparing data-driven reports and purchase justifications for senior leadership.

Auxiliary Services & Escalation: Manage the statewide fleet vehicle program and parking allocations, while serving as top-level escalation for complex landlord or operational disputes.

Personnel Management

Team Supervision: Directly lead, mentor, and evaluate dedicated Facilities Division staff.

Administrative Leadership: Handle performance reviews (PEPs), work assignments, leave approvals, recruitment, and disciplinary actions.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

PREFERRED QUALIFICATIONS
● Education: Possession of a Bachelor’s degree from an accredited college or university.
● Experience: Five (5) Five years of facilities management and administrative work, including experience in facilities management, lease administration, vendor management, or capital project oversight. 
● Experience managing multi-site state or local government facilities programs and commercial lease administration (e.g., DGS Form 680 process).
● Experience with project management software.
● Direct supervisory experience leading facilities, logistics, or operations personnel.
● Experience overseeing architectural build-outs, vendor procurement, and project tracking systems. 
● Working knowledge of building codes, ADA accessibility, and OSHA safety standards.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Driver's License: Employees must possess a valid Maryland driver's license (Class C) and be capable of operating an E150 cargo van.

Physical Demands: Ability to perform physical activities, including breakdown of furniture and lifting items up to 50 pounds.

Working Environment: Position involves travel to statewide locations. Site visits may require personal protective equipment (PPE/hard hats) on construction sites or visits to detention centers housing agency offices.

Work Schedule: Full-time, permanent day shift. Availability after regular business hours may be required for facility-related emergencies.

SELECTION PROCESS

Applicants who meet the minimum qualifications will be admitted to the examination for this classification.  Successful candidates will be ranked as BEST QUALIFIED, BETTER QUALIFIED, OR QUALIFIED and placed on the employment (eligible) list for at least one year.
