Main Purpose of Job

This position is responsible for the management, preparation, and delivery of training of the Maryland Commercial Vehicle Inspection Program. This training includes both civilian and uniform members of the Maryland State Police and all associated allied agencies within the State of Maryland.

POSITION DUTIES

Duties include but are not limited to:

  • Instructs various North American Standard courses and other associated courses of instruction as they relate to commercial vehicle and driver inspections;

  • Instruction to all State Police members (civilian and sworn) and all allied agencies of the State of Maryland in the followings courses:  North American Driver/Vehicle Inspection Course - Part A&B; Motor Vehicle Inspection Course; Preventive Maintenance Course; Limited Law Enforcement Authority Course; Size and Weight Enforcement Course; General Hazardous Materials Inspection Course; Cargo Tank Inspection Course; Commercial Vehicle Post-Crash Inspection Course; Advanced Commercial Vehicle Post-Crash inspection course; In-service re-certification courses for Maryland motor carrier inspectors; Legislative update training courses (as needed); Maryland Transportation Article Title 24 & 25 instruction courses within the Maryland State Police Academy and Maryland State Police Cadet Academy;

  • Maintain Maryland Police Training Instructor’s certification;

  • Prepare and maintain a ledger, files and instruction hours received by Maryland certified inspectors and report this information to the Maryland Police and Correction Training Commission for the completion of sworn “in-service” hours received;

  • Prepare and petition the Maryland Police Corrections and Training Commission for the issuance and certification of all courses prepared and taught by the Maryland Commercial Vehicle Enforcement Division;

  • Prepare and maintain a ledger, files, and notifications of all de-certified Maryland MCSAP inspectors within the Department and Allied State agencies who fail to conduct their annually required maintenance inspection certifications;

  • Prepare and maintain a ledger, files, and certificates of all trained Maryland-certified MCSAP inspectors within the Department and Allied State agencies; 

  • Prepare and maintain a Post-Crash Investigative ledger to ensure timely submission of reports, proper investigative procedure and compliance;

  • Recommends course of action on CMV Post-Crash investigation findings such as closure of the file or continuance of investigation due to evidentiary leads needed to be pursued by initial investigators;

  • Monitor and evaluate CMV Post-Crash investigation findings of agency personnel in response to collisions requiring special investigation;

  • Manage and prepare Performance Evaluation Progress(PEP) for Civilian Lead Commercial Vehicle Safety Inspectors;

  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:  Four years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualifications. It is important that you include clear and specific information on your application regarding your qualifications.

  1. Possess the following Commercial Vehicle Safety Alliance certification(s)
    1. North American Standard Part A – Driver
    2. North American Part B – Vehicle
    3. General Hazardous Materials
    4. Other Bulk Packing
    5. Cargo Tank
  2. Current certification as a Maryland Police Training Commission (MPTC) Train the Trainer

LIMITATIONS ON SELECTION

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, candidates for position in this classification may be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

 

Employees in this classification may be subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

 

Candidates for this classification may be given a medical examination to determine their ability to perform the duties of the job classification.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees. The list will be valid for one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position.
