The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. We are seeking passionate individuals for the role of DJS Community Detention Officer Supervisor, so come join our team and make a meaningful impact on youth and the community at DJS!

The main purpose of this position is to supervise and coordinate the Community Detention (CD) Program, a statewide alternative to secure detention that allows youth to remain in the community under court-ordered home detention. This role ensures effective supervision and compliance through oversight of staff, coordination of responses to noncompliance, and collaboration with the Command Center and key stakeholders to support continuous monitoring and public safety.

Key responsibilities may include, but are not limited to:
  • Assigning caseloads and regional boundaries to ensure effective youth supervision and balanced workloads
  • Working closely with Community Detention Officers to ensure appropriate and timely responses to youth noncompliance
  • Processing detention admissions related to noncompliance and public safety concerns for Director approval.
  • Maintaining accountability of all assigned equipment in coordination with the Inventory Specialist
  • Reviewing and approving court reports prior to submission to ensure accuracy and completeness
  • Meeting regularly with supervised staff to review program operations, documentation, case activity, and compliance requirements, including vehicle inspections and caseload management
  • Attending bi-weekly supervisor meetings to support program alignment and communication
  • Preparing reports for leadership regarding youth program adjustments and related needs

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Maryland Correctional Training Commission regulation.

Experience: Three (3) years of experience providing supervision and guidance to juveniles in a court ordered community or home detention program.

Notes:

1. The above educational requirement is set by the Maryland Correctional Training Commission in accordance with the Correctional Services Article, Section 8-209, Annotated Code of Maryland.

2. Candidates may substitute two (2) years of experience providing supervision and guidance to youth in a juvenile facility or juvenile services community program for at-risk youth for one (1) year of the required experience.

3. Candidates may substitute possession of an Associate of Arts degree in Criminal Justice or the social or behavioral sciences or sixty (60) credit hours from an accredited college or university, including fifteen (15) credit hours in criminal justice or the social of behavioral sciences for one (1) year of the required experience. Transcripts should be included with the completed application to verify education.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Correctional Officer classifications or Correctional Officer specialty codes in the Miscellaneous Occupations field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred for this position may possess any of the following:
  • Bachelor’s degree in Criminal Justice, Social Work, Psychology, or a related field
  • Experience supervising staff responsible for monitoring youth under court-ordered supervision, including assigning work and overseeing performance
  • Experience coordinating responses to youth noncompliance, including evaluating violations and initiating or recommending detention or other enforcement actions
  • Experience reviewing and approving court reports or case documentation for accuracy, completeness, and compliance

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates appointed to positions in this classification must be fully certified by the Maryland Correctional Training Commission prior to appointment and are required to maintain certification while employed.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. In accordance with the Correctional Services Article, Section 8-209 of the Annotated Code of Maryland, the Maryland Correctional Training Commission shall establish the minimum qualifications for probationary or permanent appointment of a Department of Juvenile Services employee in a mandated position. These requirements are listed in detail in the Code of Maryland Regulations 12.10.01.04, general regulations of the Maryland Correctional Training Commission, and include:
U.S. Citizenship or Resident Alien status
Must be at least 21years of age
A thorough background check, including fingerprinting and drug testing
An oral interview, and
Physical and psychological examinations.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
