POSITION DUTIES

The Comptroller of Maryland’s Estate Tax and Non-Resident Sale tax section is seeking to hire Revenue Administrator II. The Revenue Administrator II position will serve as a staff specialist managing the nonresident sale of Maryland real property withholding program administered by the Revenue Administration Division. The Revenue Administrator II provides taxpayers, title companies, clerks of the courts, legislators, CPAs, Attorneys and others with direction and guidance in the area of tax laws. This includes the interpretation and proper application of the various laws, rules, and regulations for nonresident real property withholding on the sale of real property by nonresident individuals and entities; and the proper completion of application forms for certificates of exemption and requests for early refund of nonresident real property withholding. The direction and guidance is to assure effective and efficient administration and compliance with the tax laws.

This position requires advanced knowledge of federal and state income tax laws and independent judgment in applying such laws to the specific facts of each case.

This position also assists management in the interpretation and application of the income tax laws and provides guidance and instruction to employees in other Revenue Administration Division sections on nonresident real property withholding.

Revenue Administrator II position duties include: 

  • Reviewing and approving or denying applications for Certificates of Full and Partial Exemption from nonresident real property income tax withholding.
  • Auditing and approving or denying applications for Early Refund of nonresident real property income tax withholding.
  • Responding to questions and requests for information and guidance.
  • Auditing nonresident income tax returns filed to assure completion and reporting in accordance with state and federal reporting requirements.
  • Providing comments and suggestions to management in response to changes to laws or regulations.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of professional work experience in auditing, accounting, tax law, general management, or customer service. 

NOTES:

  1. Candidates may substitute the possession of an associates degree for two years of the required experience.
  2. Candidates may substitute the possession of a bachelor’s degree from an accredited college or university for four years of the required experience.
  3. Candidates may substitute 30 college credits from an accredited college or university for one year of the required experience up to three years of experience.
  4. Candidates may substitute graduate education in an academic field related to the required experience from an accredited college or university for the required experience.
  5. Candidates may substitute the possession of a Certified Public Accountant (CPA) License for the required experience. 
  6. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in accounting and budget classification or accounting and budget specialty codes in the tax examining field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge of SMART database system
  • Knowledge of RPE and Service Now systems
  • Knowledge of Non-Resident Sales tax (capital gains) laws, rules and regulations, both Federal and Maryland Proficient in MS Office Suite and generating business correspondence
