Introduction

This is a one year contractual position, and serves at the pleasure of the Appointing Authority.

DoSEM is hiring 17 contractual MBE Officer II positions.

Main Purpose of Job

The main purpose of this position includes but is not limited to conducting comprehensive eligibility reviews and investigations of Minority Business Enterprise (MBE), Disadvantaged Business Enterprise (DBE), Airport Concession Disadvantaged Business Enterprise (ACDBE), and Small Business Enterprise (SBE) certification applications. The position evaluates business ownership, control, independence, and financial eligibility by reviewing documentation, conducting interviews and on-site visits, and preparing investigative reports in accordance with applicable federal and state laws, regulations, policies, and procedures. Assist with special investigations into allegations of state and federal certification ineligibility, and/or abuse and fraud against the state and federal programs as requested. The incumbent of this position will receive general supervision from the Small Business Competitiveness administrator/Senior Business Certification Manager.

POSITION DUTIES

This positions duties include but will not be limited to:

Investigate firms applying for state and federal certifications in accordance with the eligibility standards set forth by federal and state law.

Review confidential financial information, including corporate and personal tax returns and personal net worth statements, legal documents lease agreements, subcontracts operating agreements and articles of incorporation. 

Investigate applications for initial state and federal certification, expansion of services request, annual review filings, and reassessments. Conduct interviews with applicant to explore business information and activities and complete the interview questionnaire Prepare and present a comprehensive Summary Report based on investigative findings to the Certification Review Committee (CRC). Advise (CRC) of areas within certification or expansion of service request applications that require further inquiry to determine the eligibility of applicants.

Perform certification review/certification management investigations it within agency prescribed procedures and timelines.

Gathers data from the public and private sector in order to clarify and verify information required for the investigation.

Assist with special investigations into allegations of state and federal ineligibility, and/or abuse and fraud against the state and federal program as requested. 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: One year of experience investigating regulated activities to ensure compliance with Federal, State or municipal laws; or overseeing program and business development activities; or coordinating and conducting community outreach activities and events; or monitoring contracts for compliance.

Notes:

1. Additional work experience as specified above may be substituted for the education requirement on a year-for-year basis.

2. Graduate level education from an accredited college or university may be substituted for the required experience at the rate of thirty (30) semester credit hours for one year of experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred: one year of experience analyzing business certifications applications for Minority Business Enterprises, Disadvantaged Business Enterprises, Airport Concessions Disadvantaged Business Enterprises & or Small Business Enterprises.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees may be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Applicants may be subject to a background check which may impact on employment. A history of arrest or conviction is not an automatic disqualification to employment.

2. Employees may be subject to assignments requiring overnight travel.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
