Main Purpose of Job

The main purpose of this position is to provide assistance to the Deputy Secretary of Operations and the Chief of Staff on a wide variety of State policy, legislative, regulatory, and operational issues that may have an impact on the Department of Health and its programs/services provided.

Job duties include:

  • Assisting in special projects assigned by the Deputy Secretary and Chief of Staff.
  • Serves as the official custodian of public records for the Operations Administration and the principal conduit for receipt of Public Information Act requests.
  • During the Legislative Session of the Maryland General Assembly this position will track and monitor legislation, as well as assist in drafting and compiling fiscal notes for the Department of Legislative Services.
  • Conduct policy and regulatory research.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree from an accredited college or university.

Experience:  Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for two years of the required experience.

SELECTIVE QUALIFICATIONS

Candidates must possess at least one year of experience working within a policy, legislative or regulatory capacity.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

  • Juris Doctorate from an accredited college or university;
  • Experience in tracking, analyzing, and summarizing legislation, drafting fiscal notes, etc.;
  • Experience in project management, and;
  • Strong verbal and written communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
