Main Purpose of Job

The Waiver Help Team Health Policy Analyst I serves on the Waiver Help Team. The Waiver Help Team uses data, communications, and policy research to ensure waiver-related constituent inquiries are effectively researched, tracked, and resolved in a timely and consistent manner. As an HPA, this role evaluates current and new policies related to waiver implementation and determination, maintains an in-depth understanding of Medicaid programs and workflows, and communicates directly with waiver participants related to inquiries.

This position will research internally, develop policy, and analyze data collected from program offices in order to communicate across programs, to leadership, and outreach to constituents. This position will practice a level of independent decision making and authority such as, developing and recommending policy directly to program offices in their portfolio, briefing leadership (both the Waiver Help Team Supervisor and the Chief of Staff) of status of cases, propose new policies to improve implementation and case resolution, data analysis of case flow, and independently translating complex program policies and data into clear communication to external stakeholders.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  One year of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Note: Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field from an accredited college or university for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience with health care or local health department project management.
  • Customer service experience.
  • Excellent written and verbal communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
