Main Purpose of Job
The Natural Resources Planner III will work within the Office of Recycling, and will be responsible for implementing circular economy and waste diversion actions. The incumbent in this role will be responsible for planning projects, preparing regulations, conducting research, and evaluating administrative, regulatory, and technical information to implement the state's waste diversion programs. Key responsibilities include promoting the development of markets for recycled materials, identifying funding mechanisms for recycling infrastructure, and identifying opportunities for businesses to utilize recycled products. Additionally, the incumbent in this position will be responsible for updating guidelines and mapping systems for food residual waste diversion, overseeing compliance and enforcement of the state’s food residual law, and assisting with paint stewardship and electronics registration programs. The Natural Resources Planner III will coordinate outreach with businesses and government agencies to gather feedback and promote best practices that support Maryland’s circular economy. The incumbent will also prepare reports on recycling market development activities.
The incumbent in this
position will be required to drive a State vehicle. If you maintain an out-of-state
driving license, you must provide a certified copy of your driving record for
the appropriate Motor Vehicle Administration at the time of appointment.
Individuals must maintain a driver's license with no more than 5 points on
their driving record in order to drive a State vehicle.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.
Experience: Three years of experience in natural resources planning or applied environmental science.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.
2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences for up to three years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS

- The ability to understand the entire value chain; from material sourcing to consumption and infrastructure.
- Exceptional verbal and written communication skills are essential to write detailed compliance reports and convey findings to stakeholders.
- Capability to manage complex, cross-departmental green transition initiatives.
