The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. POSITION DUTIES

The main purpose of this position is to promote and ensure compliance within the Payroll & Audit Unit through auditing, analysis, training, procedural development, and oversight of payroll and timekeeping operations utilizing the TimeClock Plus and Workday systems.

 

The position conducts routine and targeted audits of payroll and timekeeping activities, analyzes data to identify trends, discrepancies, compliance concerns, and potential audit issues, and recommends appropriate corrective actions or process improvements. The position is responsible for ensuring payroll and timekeeping practices remain consistent with Department of Budget and Management requirements, COMAR, the Annotated Code of Maryland, applicable legislative requirements, and established Departmental policies and procedures. In conjunction with the Deputy Director and Director of Payroll & Audit, the position develops and maintains Standard Operating Procedures, the Payroll & Timekeeping Manual, training materials, and unit operating procedures; identifies training needs; and assists with implementing policy and system updates.

 

Additionally, the position supports consolidated agencies, correctional agencies, and the DPSCS Office of the Secretary by providing guidance, training, audit oversight, and technical assistance to promote the accurate, timely, and compliant processing of biweekly payroll.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying. 

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience. 

SELECTIVE QUALIFICATIONS

At least one year of experience performing payroll, timekeeping, financial, or compliance audits, including reviewing records for accuracy and compliance with established policies and procedures.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 

  • Experience reviewing records for accuracy, compliance, and internal controls to identify discrepancies and prepare comprehensive audit findings.
  • Experience with Workday, TimeClock Plus, or similar payroll/timekeeping systems.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

· Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
