This position requires that the incumbent work overtime (evening, weekends and

holidays) if the volume of work dictates the necessity, usage of annual leave may be limited or prohibited during the months of June and July due to the fiscal year end closing process.

This position is designated as telework‑eligible under the State of Maryland’s Telework Policy, after successfully completing the defined required training period.

Main Purpose of Job

This position serves as a staff level employee on a small team of professional staff responsible for handling requests from members of the State Retirement and Pension System of Maryland to purchase service credit or receive military service credit, in accordance with applicable retirement laws. The incumbent must maintain an advanced understanding of retirement laws, regulations, policies, and procedures relevant to processing these requests.

The main functions of the team are as follows:

Perform and approve calculations for the purchase of retirement and military service credit in accordance with retirement law, COMAR, Board and agency policies.

Review and certify member service records by auditing data to ensure accuracy and completeness.

Process adjustments to service credit, contributions, and interest to maintain accurate member account records.

Apply advanced knowledge of retirement law and policy to interpret complex cases and recommend procedural improvements.

POSITION DUTIES

This position duties include:

Perform and review complex calculations for the purchase of retirement service credit to include transfer of service under Title 37 from a Local Retirement or Pension System, Leave of Absence purchases, and Regular/Full Cost purchases, and the granting of military service credit. Ensures compliance with State retirement law, COMAR, Board and agency policies, as well as procedures.

Audits and approves Record of Service certifications and service credit adjustments by thoroughly reviewing member service records to ensure accurate and complete reporting of membership data.

Processes file maintenance adjustments to correct or update members’ service credit, accumulated contributions, and interest. Ensures the accuracy and integrity of member account data across all systems.

Applies advanced knowledge of applicable retirement laws and regulations to interpret complex cases and make informed recommendations to the Supervisor for procedural improvements, updated forms, and clearer communications.

Performs various administrative tasks and other duties as assigned to support the overall operations of the Membership Maintenance Team.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates will possess the following qualifications:

  • Experience working with customers, providing both verbal and written customer communication.  
  • Intermediate level of experience working with Microsoft Office software, including Word, Outlook and Excel.  
  • One year of experience examining, analyzing and interpreting membership data.
  • One year of experience completing and reviewing calculations (retirement, insurance, health, etc.)
  • One year of experience working independently, while managing deadlines and multiple priorities.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. Therefore, it is important that you provide complete and accurate information on your application.

·       Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

·       Holidays - State employees also celebrate at least thirteen (13) holidays per year. 

·       Pension - State employees earn credit towards a retirement pension.

· Positions may be eligible for telework.
