The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. The main purpose of the Property Officer position will be to assist in the management of DJS assets. This role supports the management, ordering, disposal, and reconciliation of over 10,000 assets valued at more than $158 million by coordinating physical inventories with departmental units and staff in accordance with DJS Internal Inventory Procedures and the Statewide Inventory Control Manual.

Key responsibilities may include, but are not limited to:
  • Managing inventory for assigned areas, including ordering, receiving, storage, disbursement, and disposal of assets. Maintain accurate records and assist in coordinating physical inventories with Property Officers and departmental staff. Maintain a computerized database of fixed assets.
  • Submitting inventory forms to the Logistics Buyer Division to support efficient ordering, minimize excess, and reduce waste. Coordinate delivery of items and ensure accurate entry into inventory systems.
  • Conducting site visits to review equipment and property, maintain inventory accuracy, reconcile records to control accounts, and provide documentation certifying the completeness and accuracy of the agency’s physical inventory.
  • Completing required forms to dispose of excess property and travel as necessary to facilitate proper disposal according to DJS and DGS policies.
  • Attending mandatory trainings to remain up to date on inventory standards and departmental procedures, and provide support as needed across inventory-related tasks.
  • Performing other duties as assigned to support the mission and operations of the department.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three (3) years of administrative staff or professional work.

Notes:

1. Candidates may substitute thirty (30) college credit hours from an accredited college or university for each year up to two (2) years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position may possess any of the following:
  • Possession of a bachelor’s degree (or higher) in accounting, finance, business administration, logistics, supply chain management, or a closely related field
  • Experienced in maintaining and updating fixed asset databases or inventory management systems. (e.g., Asset Panda, IBM Maximo)
  • Experience conducting physical inventories of 1,000+ assets with a high level of accuracy, including reconciling records to control accounts
  • Experienced in coordinating logistics for receiving, distributing, and disposing of property in accordance with agency policies and procedures
  • Proficient in MS Office Suite, with demonstrated ability to use Excel for inventory tracking, reporting, and data reconciliation
  • Skilled in organizing and coordinating multiple asset management tasks simultaneously in a fast-paced environment

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
