Maryland Department of Labor is currently accepting applications from qualified candidates for a OSH Compliance Officer Supervisor position within the Division of Labor and Industry, Maryland Occupational and Health Program.

Main Purpose of Job

Manages an assigned geographical region of the State to enforce regulations and promote compliance with State and Federal Occupational Safety and Health laws, regulations and standards to improve workplace safety and health for all Maryland Workers. 

POSITION DUTIES

Identifies unsafe working conditions to eliminate hazards by ensuring that inspections and compliance assistance is conducted in accordance with the Field Operations Manual (FOM) and current MOSH policies and conducts inspections as needed.

Directs and trains other OSHCOs in the recognition and documentation of hazards, the application of laws, regulations and standards to reduce workplace injuries and illnesses using on-the-job training in accordance with the FOM.

Manages regional operations by conducting informal conferences and case file reviews to support Agency goals in accordance with MOSH policies and procedures.

Provides technical support to the employer to enhance understanding of workplace hazards in accordance with the FOM.

Performs other duties as assigned by management.

MINIMUM QUALIFICATIONS

Education  Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience in the inspection of work places to ensure compliance and initiate enforcement of state and federal occupational safety and health laws, regulations and standards

Notes:

1. Candidates may substitute additional experience in the interpretation and application of fire, health or safety regulations and the preparation of narrative reports documenting factual findings of inspections or investigations on a year-for-year basis for the required education.

2. Candidates may substitute 30 credit hours to include 12 credit hours in construction, engineering, fire, manufacturing or occupational safety and health technologies for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non- commissioned officer in General Inspection, Investigation, Enforcement and Compliance classifications or General Inspection, Investigation, Enforcement and Compliance specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience 

SELECTIVE QUALIFICATIONS

At least six (6) months of experience conducting informal conferences.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience reviewing MOSH inspection files for accuracy, completeness of documentation, and proper citation of hazardous conditions. 

Experience conducting on-the-job evaluations (OJEs), monitors, and follow-up inspections. 

Experience training and/or mentoring subordinate staff.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to call-in and therefore, will be required to provide the employing agency with a phone number where they can be reached.

2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
