Main Purpose of Job

This position is responsible for supervising and leading or being the chief of crews of sub-professional, technical work in the field of hydrographic engineering and construction of marine terminals. This position leads crews that do survey work for buoy placement, leases for new or renewal, construction and concrete work and abandoned boat and debris removal and disposal. This position makes request for equipment upgrades, replacement or repairs of all facility and vessels components, this work requires detailed budget reports that need to be approved for all major purchases. This position is a Specialist in; charting and utilizing sophisticated technical instruments for the determination GPS positions, preparing and reviewing preliminary and final plans, installing GPS, navigational, electronic, and other equipment in the terminals and on the vessels, installing winches, davits, and solar battery chargers, maintaining and repairing motors, trailers, air conditioners, heaters, and other components, stenciling buoys, signs, and day-markers, and constructing and compiling charts delineating hydrographic and other data pertaining to the natural resources of State waters. This position is a Facility Manager and works to keep the buildings and grounds of Hydrographic Operations functional and safe. Hydrographic Operations maintains three buildings and several warehouses with at least a quarter of an acre land for each facility. This position is responsible for maintaining the faculties, grounds, capital equipment inventory, and vessels as needed.

POSITION DUTIES

The Maryland Department of Natural Resources, Fishing and Boating Services located at 800 Norris Harbor Drive, Crisfield MD 21817 is currently accepting applications for a Hydrographic Engineer Associate IV. This position is a sub-professional technical work at the experienced level in the field of surveying. It works with a survey team using surveying equipment and is responsible for the accurate placement of regulatory and navigation buoys on a highly technical, multifaceted and state of the art buoy tending/ice breaking operation for Boating Services. This position supervises the structural/cosmetic repairs/upgrades and is responsible for commanding vessels involved in buoy operations. The program is vital to a variety of state regulatory, research and restoration programs within Maryland’s portion of the Chesapeake Bay and its tributaries. 

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate including at least four courses in mathematics and/or science.

Experience: Two years of experience performing advanced level Hydrographic Engineering Associate work or three years of experience performing full performance level/advance level Hydrographic Engineering Associate work in the Maryland Department of Natural Resources.

                                                         OR  

Experience: Nine years of experience involving any combination of hydrography, engineering, surveying, or construction inspection work including three years of experience in hydrographic engineering associated activities.

Notes:

1. Candidates may substitute credit hours in the field of engineering, geology, physics, oceanography, or mathematics (excluding basic required courses) from an accredited college or university at the rate of 15 credit hours for one year, for up to two years of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Civil Engineering classifications or Civil Engineering or Quarrying Specialist specialty codes in the hydrographic engineering field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in steel hull vessel maintenance. Capable of operating and maintaining a state vessel, vehicle and trailer to assure a safe and ready response in accordance with Departmental policies.
  • Experience operating and maintaining boats and trailers. 
  • Possession of a Class C drivers license is required. (Independent field crews must drive vehicles towing boats.)
  • Experience using vessels equipped with hydraulic cranes and hand operated wenches.
  • Knowledge of setting and retrieving regulatory buoys to mark zones. 
  • Experience in the safe operation of hand and power tools.  
  • Experience utilizing GPS devices.

SPECIAL REQUIREMENTS

Some positions in this classification are assigned duties, which will require the individual to be examined by a physician. After an offer of employment, applicants for such positions will be given a medical examination to certify the ability to perform the essential job functions.
