Main Purpose of Job

The State Office of Rural Health (SORH) serves as a focal point and state clearinghouse for collection and dissemination of information regarding rural health care issues, research findings, and innovative approaches to the delivery of health care in rural areas; provides coordination of rural health programming across the state to avoid redundancy and support coordination of efforts among public health and health care entities; and delivers technical assistance to rural-serving public and non-profit private entities to build capacity to access state and federal resources. Ultimately, as the state entity primarily responsible for rural health, SORH aims to support the Department, other state agencies, and rural Maryland communities to improve the accessibility of quality health services throughout rural Maryland and positively impact the health of rural Marylanders.

SORH oversees and administers the newly established CMS-funded Rural Health Transformation Program (RHTP) for the state of Maryland. The RHTP will improve the health of rural Marylanders by (1) strengthening the rural health workforce, (2) connecting rural Maryland to primary care, chronic disease management, specialty care, and behavioral health, and (3) addressing chronic disease with increased demand for and supply of nutritious food. This full-time contractual position, Administrative Specialist III (RHTP Admin Specialist), as the initial point of contact for rural public stakeholders, requires regular use of independent judgment and analysis in applying state and federal RHTP rules and regulations to respond in an accurate and timely manner to inquiries. The RHTP Admin Specialist will regularly provide support to RHTP leaders by collecting and providing initial analysis of data and incoming communication from CMS and stakeholders. This position will also lead efforts to develop and resolve administrative problems and issues related to operational needs of the SORH to ensure efficiency, effectiveness, and accuracy of the daily operations of the office and RHTP.

This position is durational and will terminate at the end of the RHTP grant spending period (September 30, 2031), unless funding for this position ends sooner.

POSITION DUTIES

This role will:
(1) Manage incoming and outgoing RHTP and SORH correspondence and communications, to include research and data analysis; 
(2) Serve as document, policy, and record retention manager; and,
(3) Provide operational management related to meetings, travel, equipment, and supplies.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing administrative staff, clerical, clerical technical, or secretarial work. 

Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess the following:
- Excellent written and verbal communication.
- Ability to multitask, manage incoming requests for multiple stakeholders, and meet deadlines with accuracy while resolving logistical issues independently.
- Ability to develop processes and procedures as well as maintain, update, and extract information from electronic filing systems.
- Experience handling, analyzing, and responding to varying types of data requests.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
