POSITION DUTIES


Work Environment

This position involves working in secure juvenile detention facilities and may require entering and working in potentially unpleasant or uncomfortable areas such as bathrooms, medical units, holding cells, and other facility spaces.

Work may involve exposure to hazardous conditions that could result in injury if proper safety procedures are not followed. The employee may work around hazardous equipment, including electrical systems, steam systems, and mechanical equipment, which require adherence to established safety protocols.

Physical Demands

This position requires the ability to perform physically demanding tasks, including lifting and carrying objects weighing up to 50 pounds or more. Duties may also include climbing ladders, moving furniture and equipment, changing lighting fixtures, painting ceilings, and performing other maintenance-related activities.

Protective Equipment

The employee is required to use appropriate personal protective equipment (PPE) when performing assigned duties. This may include goggles, gloves, masks, and hearing protection when working with painting supplies, hazardous materials, lawn equipment, power tools, or other sources of loud noise or potential hazards.

Contacts

This position requires regular interaction with a variety of individuals both within and outside the agency. Contacts may occur in person, by telephone, or in writing and are necessary to coordinate work activities, provide information, and ensure the safe and efficient operation of facility maintenance services.

Examples of Contacts Include:

  • Superintendent and Facility Staff: Daily contact to coordinate repairs, maintenance activities, and facility renovations.
  • DJS Director of Facilities Maintenance and Maintenance Supervisors: Weekly contact to assist with planning, prioritizing, and coordinating maintenance and renovation projects.
  • Sales Representatives, Contractors, and Vendors: As needed contact to discuss products, services, project specifications, and procurement of materials and equipment.

Duties and Responsibilities

Responsibility #1
Supervises, assesses, implements, and participates in the work of various skilled trades, including carpentry, electrical, plumbing, painting, and mechanical services. Oversees the work of both State personnel and contracted vendors to ensure facilities are properly maintained and comply with applicable health, safety, and building codes.

Responsibility #2
Maintains accurate and detailed records of equipment, vehicles, maintenance activities, inspections, and work performed at assigned facilities on a daily basis.

Responsibility #3
Orders and manages materials and supplies necessary for the repair, replacement, and maintenance of facility systems, including plumbing fixtures such as toilets, sinks, faucets, pumps, valves, and related plant operations equipment.

MINIMUM QUALIFICATIONS

Education: Eighth grade.

Experience: Six years experience in building maintenance or building construction trades including five years of responsibility assigning, reviewing and approving the work of others and disciplining, evaluating the performance of, and recommending the hiring, firing and promoting of others.

Note: Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in utilities classifications or mechanical maintenance specialty codes in the utility systems repair field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate for this position may possess any of the following qualifications:

High school diploma or General Educational Development (GED) certificate.

Five (5) or more years of relevant trade experience with strong technical knowledge of HVAC, electrical, and plumbing systems, as well as door and lock maintenance and repair.

Demonstrated leadership skills and experience with preventive maintenance programs.

Ability to manage budgets and coordinate with vendors and contractors.

Working knowledge of Occupational Safety and Health Administration (OSHA) rules and regulations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
